Introduction
The Historic Preservation Commission has discussed recommending approval for the
installation of a bicycle rack in Jackson Park.
Discussion
The Historic Preservation Commission is advisory to the City Council when reviewing
public works projects that have a historic preservation implication in historic districts.
The Downtown Neighborhood Council has received a Large Neighborhood Grant to
install acustom-made bicycle rack in Jackson Park. The Leisure Services Department
will install and maintain the bicycle rack, and will also select the location in Jackson
Park. The bicycle rack will be located near the play equipment.
The rack will be painted black, steel, and designed to look like books. The bicycle rack
will be made by Jim Avery of Avery Railing located in the Warehouse District. The rack
will be approximately 3.5' tall, 3' long and 1.5' wide. The units and will be approximately
30" apart.
Enclosed is a copy of the Downtown Neighborhood Council application and supporting
documentation.
Recommendation
By a vote of 6 ayes and 0 nays, the Historic Preservation Commission recommends City
Council approve the custom-made bicycle rack in Jackson Park as submitted.

Physical Characteristics: The redevelopment of Jackson Park from the town cemetery
into a large public park during the 1870s spurred the spread of housing into this area.
Jackson Park historic district is distinctive for the number of large, high-style homes
demonstrating a remarkable level of craftsmanship and unusual local variants on
national styles designed by local architects. From the 1860s through the 1890s
prominent citizens and wealthy industrialists either built their showcase homes
conspicuously "on the hill" overlooking the town and River below, or in the desirable
"upper teens" between 10th and 17th Streets. Public institutions serving the nouveau-
riches located in this area as well, including a considerable number of religious
institutions catering to multiple denominations. Characteristics of this area included high
density residential development centered around large, prominent homes, institutional
buildings and green spaces; wide brick paved streets with limestone curbs and low
retaining walls; secondary structures located at the rear of the property and accessed
by alleys; elaborate iron fencing; street trees in the right of way; and park-like
landscaping on the larger lots.
Staff Analysis: The Downtown Neighborhood Council (DNC) has received a Large
Neighborhood Grant to install a custom made bicycle rack in Jackson Park. The bicycle
rack is estimated to cost $2,500.00. The Leisure Services Department will install and
maintain the bicycle rack. The Leisure Services Department will also select the location
in Jackson Park. The bicycle rack will be located near the play equipment. The rack
will be metal and designed to look like books.

The DNC grant application explains the bicycle rack will promote neighborhood
beautification, environmental sustainability, healthy lifestyles and youth empowerment.
It will function as a bicycle rack and public art. The application states the bicycle rack
will be custom made by Jim. Avery of Avery Railing located in the Warehouse District.
The rack will be approximately 3'-6" high by 3'-0" wide. A competition among downtown
youth at St Mark's, the Girls and Boys Club and Prescott Elementary helped determine
the design of the bicycle rack. A committee from the DNC made the final selection.
The rack will be unveiled in July at a bicycle event hosted by the Dubuque Police
Department.
The role of the Historic Preservation Commission in reviewing. this project is to serve as
an advisory design review body to the City Council for review of public works projects
which have historic preservation implications in historic districts. The Commission's
recommendation will go on to the City Council with the application materials for their
review and approval of the project. Enclosed is a copy of the DNC application and
supporting documentation.
Compliance with Design Guidelines: In 2002, the Streetscape and Landscape
Guidelines were created to help provide recommendations for public improvements on
public property. The Streetscape and Landscape Guidelines for the Jackson Park
Historic District provide a recommended example of bicycle rack designs on page JP-
19; however the Yard and Park features on page JP-27 of Streetscape and Landscape
Guidelines recommends the installation of public sculpture or other displays of outdoor
art in public greenspaces. The guidelines suggest the desire to restore the park to its
original early 20th century appearance does not preclude the insertion of contemporary
outdoor sculpture.

YARD AND PARK FEATURES
The historic districts contain a large percentage of
green space scattered throughout in the form of
private yards and public parks, most notably
Jackson Park and Washington Park. Historic
documentation has allowed for the recreation of
the pathways and pergola in Washington Park, and
similar documentation is available for Jackson
Park. It is desirable that this park be restored to its
appearance in the early twentieth century. This
does not preclude the insertion of contemporary
outdoor sculpture or outdoor installations in these
spaces, however.
Yard space that is on private property is not
generally regulated by the City. It is recommended
that private property owners remain aware of the
views of their property from the public way, and to
maintain these views in a manner that is consistent
with the- historic character of their district.
