Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Dubuque Industrial Center West -North Siegert Farm CIP 3601943 DATE: July 15, 2008 INTRODUCTION The enclosed resolutions authorize the public bidding procedure for the Dubuque Industrial Center West -North Siegert Farm Project. BACKGROUND The North Siegert Farm expansion of the Dubuque Industrial Center West has been necessitated by recent development agreements and land sales in the developed portions of this area. The first phase (the southerly area) consists of approximately 54 acres and will be graded in the fall, 2008. The second phase (the northerly area) is approximately 74 acres along Middle Road and will be graded in the spring, 2009. All final requirements of the project for both Phase 1 and Phase 2 will be fully completed in the summer, 2009. In January, 2008, the City Council approved the selection of IIW Engineers & Surveyors, PC to provide design, engineering and construction services for this project. DISCUSSION The Dubuque Industrial Center West - North Siegert Farm Project includes the demolition and grading of approximately 1,369,950 cubic yards of excavation on the 128-acre North Siegert Farm. The project includes: - Temporary and permanent erosion control measures: Sediment basins, detention basins, vegetated swales, seeding, inlet and outlet projection, and energy dissipaters. - Grading: Clearing and grubbing topsoil removal, stockpile and spreading, removal of unsuitable material, sub-drains, excavation and embankment fill. - Demolition: Removal of existing structures, well abandonment, and septic system removal. - Storm Sewer: 1,407 lineal feet of storm sewer with 8 manholes. The Dubuque Industrial Center West -North Siegert Project is hereby ordered to be advertised for bids for construction. The amount of the security to accompany each bid shall be in an amount which shall conform to the provisions of the Notice to Bidders hereby approved. Sealed bids for the work comprising each improvement as stated below must be filed before 2:00 p.m. on the 6th day of August, 2008, in the Office of the City Clerk, City Hall -First Floor, 50 West 13th Street, Dubuque, Iowa. Time and Placed Sealed Proposals Will be Opened and Considered. Sealed proposals will be opened and bids tabulated at 2:00 p.m. on August 6, 2008, at City Hall -Conference Room B, 50 West 13th Street, Dubuque, Iowa, for consideration by the City Council (Council) at its meeting on August 18, 2008. The City of Dubuque, Iowa, reserves the right to reject any and all bids. Time for Commencement and Completion of Work. Each bidder shall accompany its bid with a bid security as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, acceptable to the governmental entity, for the faithful performance of the contract, in an amount equal to one hundred percent of the amount of the contract. The bid security shall be in the amount of ten percent (10%) of the amount of the contract and shall be in the form of a cashier's check or certified check drawn on a state- chartered or federally chartered bank, or a certified share draft drawn on a state- chartered or federally chartered credit union, or the governmental entity may provide for a bidder's bond with corporate surety satisfactory to the governmental entity. Sales Tax. The bidder should not include sales tax in its bid. A sales tax exemption certificate will be available for all material purchased for incorporation in the project.
