Communication_Carins Letter re Bluffland Overlay DistrictDear Council Member,

Asa home owner in the proposed Bluff Overlay District I am writing to urge you
to follow the recommendation of the Zoning Ordinance Commission and reject
the citizens committee proposal.
My husband and I have owned our home in one of the affected areas since 1975
and my paren#s lived in this area for over 25 years . We feel strongly that we
along with several hundred other individual homeowners in the proposed area try
to the best of our ability to maintain our homes, be good land stewards and in
turn help Dubuque keep its All American City image.
We agree with the Dubuque Zoning Advisory Commission that this proposal
singles out one specific group of tax payers that will be held to a new series of
strict ordinances that will not apply to residences of Becker Court, University
Avenue or any other city street in Dubuque. These new ordinances that have
been created by the Bluffland Advisory Committee will severely restrict
individual rights to maintain homes, diminish property values and ultimately
the ability to resell our homes.
This citizens committee was formed because of 2 large scale PUDs that A.J.
Speigel of Peosta, Iowa wanted to develop on Dubuque blufflands ,not
individual homeowners, but this ordinance will if adversely impact over 700
individual homeowners. We feel the present Dubuque City ordinances
adequately cover and should address the concerns of this citizens group if
implemented.
Please reject this Bluffland Overlay District proposal.
