ARTS AND CULTURAL AFFAIRS ADVISORY COMMISSION
Tuesday, June 24, 2008, 4:00 p.m.
Board Room, Carnegie Stout Public Library
360 W. 11th Street, Dubuque, Iowa
Meeting was called to order at 4:05 p.m. following staff assurance of compliance with
the Iowa Open Meeting Law.
Commissioners present: Amy Weber, Paul Kohl, Louise Kames, Sue Riedel, Ellen Henkels,
Geri Shafer, and Paul Hemmer. Staff Present: Jerelyn O'Connor, Liz Willems
Others in Attendance: Sarah Davidson representing Step by Step, Jeff Goldsmith, Jean
Tucker and William Intriligator representing Dubuque Symphony.
Approval of Minutes of May 27, 2008.
Motion by Shafer, second by Henkels to approve minutes. Motion passed 7-0.
OLD BUSINESS:
FY2009 Special Project Grants
Commission reviewed and ranked each grant. The consensus of the commission was to fund
the top five ranked applications at 100% of the request and award a lesser percent to the other
three applications. Sarah Davidson from Step by Step stated that they would be unable to
complete the project if they were not awarded the full amount and they would reapply next
year. Commissioner Riedel abstained in scoring Bell Tower Productions. Commissioner
Hemmer abstained in scoring for Dubuque Arts Council and Commissioner Amy Weber
abstained in scoring for Four Mounds Foundation.
Motion to approve funding at 100 % for applications scoring 85 points and above with the
remainder of the funding for the next highest rated application (DCHS) by Henkels, seconded
by Shafer. Motion passed 7-0

FY 2009 Operating Support Funding Grant Awards
At the May 20th meeting the Commission decided to recommend a cap of $40,000 or 6% of an
organization's operating expenditures. Commission also decided to award funding at 4.5% of
operating expenditures for organizations scoring over 85 points on the rating criteria, 3.0% for
scores of 80-85 points, and 2% for scores less than 80. Commissioner Weber distributed a
spreadsheet following these recommending funding levels and distributing the "leftover funds"
between the applicants.

Hemmer motioned to approve the funding as listed for the Operating Support Grant Awards,
Shafer second the motion. Motion passed 7-0.

Items From Commission:
Commissioner Amy Weber stated that because of recent employment changes she no longer
lives or works in the Cultural District as she did when appointed to the Arts Commission.
Weber will approach the City Council for options.
Discussion on the potential sale of the Curtis Art Collection. The Commission will meet to
discuss further.
End of the Year Report: Need to discuss Long Range Plan for the Commission to present to
the City Council for their five year vision on the State of the Arts"
Information Sharing:
O'Connor, Henkels and Shafer attended the America for the Arts Conference in Philadelphia
and shared some of the pamphlets from the Conference.
Art on the River:
July 24th will be the opening of the 2008 Art on the River Exhibition.
Motion to adjourn by Hemmer, second by Riedel. All approved. Meeting adjourned 5:25 p.m.
