Minutes Human Rights Commission 6 9 08CITY OF DUBUQUE HUMAN RIGHTS COMMISSION MEETING MINUTES OF June 9, 2008 Commissioner Oswald called the meeting of the Dubuque Human Rights Commission to order at 4:15 p.m. on Monday, June 9, 2008, in Conference Room 2 at the City Hall Annex. Roll Call: Dan Chatfield Present: Char Eddy Shane Oswald, Chair Marco Rubinstein Absent: Anthony Allen Staff: Kelly Larson Approval of Minutes Colin Scott Vince Vanden Heuvel Gretel Winterwood Katrina Wilberding Molly Menster Upon a motion by Commissioner Rubinstein and second by Commissioner Vanden Heuvel, the minutes of May 12, 2008 were approved as submitted. Commissioner Eddy abstained. Caseload Report Molly summarized the May Caseload Report. There were sixty intakes, two new cases filed, eight cases under active investigation, three cases in mediation, one case under administrative review, and two cases remained in backlog. The case summary details a claim of discrimination in the area public accommodation on the basis of disability. Chairperson's Report Commissioner Oswald provided an update on school district issues. The Board of Education will vote on the Jones Preschool issue tonight, and will then vote on the Central School issue tomorrow. Director's Report Written report submitted. For next month's meeting, Commissioner Vanden Heuvel asked Kelly to prepare a brief synopsis as to the statewide plan related to immigration raids. Education and Outreach Subcommittee Reports National Origin: Commissioner Vanden Heuvel briefly reviewed the May 21St meeting. Commissioner Rubinstein suggested that the video be placed on the website. Race: Disability: Housing: Accessibility Discuss Fair Housing Testing Stud Kelly provided a memo to commissioners that detailed the fair housing testing project information from Cedar Rapids. They contracted with the John Marshall Law School for $15,000 to train testers and run the tests. An additional $5,000 was paid to the testers to go out and do the tests. They will also bring in a national trainer for the respondents in the tests. That cost has not been determined. HUD had raised some questions about the testing methodology and has since issued a memo informing agency directors that agencies are prohibited from using any HUD funds for testing without preapproval from HUD. Commissioner Rubinstein felt that this should be a project of the Housing Subcommittee. He will attempt to schedule a meeting with committee members. New Business Adjournment There being no further business to come before the Commission, Commissioner Rubinstein moved to adjourn the meeting. Commissioner Winterwood seconded.
