ence Room B
Present; Mayor Buol,
Council Members, Braig,
Connors, Jones, Lynch,
Resnick, Voetberg, City
Manager Van Milligen, City
Attorney Lindahl
Mayor Buol read the call
and stated this is a special
session of the City Council
called for the purpose of
.discussing an appeal relat-
ed to the Bluff Overlay Dis-
trict and to conduct a
closed session in accord-
-, ante with Chapter 21.5
(1)(i) of the Code of Iowa.
Bluff Overlay District:
Communication from Jim
;` Urell, Habitat for Humanity,
appealing the denial of a
building permit fora Habi-
tat project at 1528 South-
ern Avenue, which is in-
cluded in the Bluff Overlay
District Moratorium. Mo-
tion by Jones to receive
and file the documents
and approve the issuance
of a building permit to al-
low construction of the
Habitat for Humanity home
at 1528 Southern Avenue.
Seconded by Braig. Mo-
tion carried 7-0.
Upon motion Council
went into Closed Session
in accordance with Ch.
21.5 1(i) 2007 Code of Io-
wa, to evaluate the profes-
sional competency of an
.individual whose appoint-
~ment, hiring, performance
or discharge is being con-
sidered when necessary to
prevent needless and or ir-
reparable injury to that in-
dividual's reputation and
that individual has request-
ed aClosed Session.
° City Manager Van
TAilligen left the Closed
~: Session at 5:25 p.m.
- Council reconvened in
Regular Session at 5:42
p.m., indicating the evalua-
tion had been completed.
~ There being no further
' business, upon motion the
City Council adjourned at
5:43 p.m.
