Dear Mayor and Counci I Members,
On Monday, July 21, I was running an errand before attending a meeting nt my place of work. I was coming
up Dodge Street and wns in the left lane of traffice. On my right wns a tanker semi. Other vehicles were in
front of me. An SUV came up behind me very fast and was riding my bumper. This kind of driving always
makes me nervous (you never know about rood rage), so I speeded up to try to get around the semi. When I
rounded the corner, there was a person all dressed in black in the middle of the walkway overpass by St.
Joseph the Worker Church. It scared the living daylights out of me...an imposing figure, dressed in block,
with arms raised. Of course, it turned out to be a police officer with radar. Then I noticed another police
car further up with another vehicle pulled over, and I realized a sting was happening. I knew I was
exceeding the speed limit because of trying to get around the semi, and wasn't surprised to get pulled over.
However, I wns literally shaking from being frightened about the imposing figure. I did not discuss this
with the police officer....I wns always taught to respect them, and certainly never argue with them, so I
didn't say anything. However, I was certainly shook up over this incident. For all I knew, the person could
hove been someone with n gun. Does the city of Dubuque police officers find it so necessary to meet their
quota of fines, that they think it is necessary to use these tactics and scare people in this manner? As far
ns I was concerned, all the motorists were sitting ducks getting picked off one-by-one. Of course, I'm not
too happy to be giving up my hard earned money for a fine, but more importantly, I don't think any other
motorists should be scared in this manner.
