SUBJECT: Bid Award -Iowa Ramp to NICC Elevated Walkway
DATE: July 29, 2008
Sealed bids were received for the Iowa Ramp to NICC Elevated Walkway Project.
Parking System Supervisor Tim Horsfield recommends award of the contract to the low
bidder, Portzen Construction, in the amount of $67,346.07, which is 7% below the
engineer's estimate. It is further recommended that the City Council approve the
alternate bid for the guardrail in the amount of $1,500.00.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction
This memo is intended to provide you with information and a recommendation
regarding the award of the construction contract for the elevated walkway.
Background
At the City Council meeting on July 21, 2008, the City Council approved the
plans, specifications, form of contract and the estimated cost for the Iowa Street
Ramp to NICC Elevated walkway. At that time, the engineer's estimated cost of
the project was $72,691.00.
The cost of the structure will be paid from the Parking Construction Fund, CIP #
730-2049 with the total cost being shared on a 50-50 basis by NICC, including
engineering cost.
Discussion
On July 24, 2008 at 2:00 P.M. bids were opened.

The low bid, from Portzen Construction, is 7% below the engineer's estimate.
Action Requested
It is requested that you approve and therefore recommend to the City Council,
that Portzen Construction be awarded the contract in the amount of $67,346.07
and also approve the alternate bid for the guardrail in the amount of $1500.00.

RESOLUTION NO. 253-08
AWARDING CONTRAGT
Whereas, sealed proposals have been submitted by contractors for the Iowa
Ramp to NICC Elevated Walkway Project pursuant to Resolution No. 245-08 and a
notice to bidders was published in a newspaper published in the City of Dubuque, Iowa
as required by law.
Whereas, sealed bids were opened and read on the 24th day of July, 2008, and it
has been determined that the base bid of Portzen Construction in the amount of
$67,346.07 and alternate # 1 in the amount of $1500.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in the
plans and specifications.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNIL OF THE CITY
OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Porten
Construction, Inc., and the City Manager be and is hereby directed to execute a contract
on behalf of the City of Dubuque for the complete performance of the work.
