RE: Advisory Design Review for the 5 Points Building Site
Dear Mayor and City Council Members:
Introduction
At the June 19' 2008 Historic Preservation Commission (HPC) meeting, the Commission
discussed requesting City Council allow the HPC to conduct an advisory design review
of the future Walgreen's building to be located at the 5 Points building site. The site is
not located in a historic preservation district and would not normally be reviewed by the
HPC.
Discussion
The 5 Points building, historically known as the J.J. Grode Jr. building, is currently
located at 397 E. 20t" Street. The building is planned to be relocated to the southwest
corner of 10t" and Main Street. Historic buildings which surrounded the existing location
of the 5 Points building have already been demolished to provide space for the future
home of Walgreen's.
The Commission believes that Walgreen's has the ability to deviate from their franchise
architecture and construct buildings that fit in with the character of an area or
neighborhood. They have demonstrated this ability in past projects in other cities.
The Commission feels it is important to preserve the character and rhythm of the
Washington and North End Neighborhoods. The Five Points building is a significant
historic structure that's going to be removed from the site. The replacement building will
be located in a neighborhood where the City has focused many of its resources and
revitalization efforts, which includes strategic planning efforts to help create a sense of
place, maintain walkable neighborhoods, increase the vitality of the neighborhood,
preserve the character of the neighborhood, and where the HEART Program is focused
on preserving and maintaining historic structures.

Requested Action
By a vote of 7 to 0, the HPC respectfully requests that City Council allow the
Commission to conduct advisory design review of the future Walgreen's to be located at
the current 5 Points Building site.
A simple majority vote is needed for the City Council to approve the request.
