A Request for Proposals was issued for the Port of Dubuque Riverfront Marina Project
for professional design services. City Engineer Bob Schiesl and the Port of Dubuque
Riverfront Marina Project Design Consultant Selection Committee are recommending
the selection of JJR Consultants and authorization to negotiate and execute a
professional services contract for the proposed fee of $340,000.

INTRODUCTION
The purpose of this memorandum is to seek City Council concurrence in the selection of
JJR, from Madison, Wisconsin, as the professional design consultant for the Port of
Dubuque - Riverfront Marina Project.
BACKGROUND
The City of Dubuque, in cooperation with the Iowa Department of Natural Resources,
will receive a $3,037,802 BIG Tier II (Boating Infrastructure Grant) from the U.S. Fish
and Wildlife Service to develop a transient boating facility along the Mississippi River at
the Port of Dubuque.
The Port of Dubuque - Riverfront Marina Project will be located on the main channel of
the Mississippi River, downstream of the railroad train bridge. It is intended that the
proposed transient marina facility will accommodate up to 92 slips for boats 26 feet in
length or greater. In addition to the transient slips, accommodations will include laundry
facilities, sanitary pump-out facilities, a dockside shower and bath facility, and full dock
utilities including water and electrical connections. Upland connections, structures,
walkways and utility connections are to be included in this project. The Port of Dubuque
- Riverfront Marina Project will be designed to be universally accessible.

CONSULTANT SELECTION PROCESS
On June 20, 2008, four (4) consulting firms submitted Proposals for the Project:
• IIW Engineers & Surveyors, PC (Dubuque, Iowa)
• PBSJ (Melbourne, Florida)
• STS (Vernon Hills, Illinois)
• JJR (Madison, Wisconsin)
On July 29, 2008, consultant presentations and interviews were given before the
Consultant Selection Committee. The following three (3) consultants were interviewed:
• IIW Engineers & Surveyors, PC
• STS
• JJR
On July 30, 2008, the Consultant Selection Committee met to evaluate and rate each of
the three consultants that were interviewed. The Committee carefully deliberated each
consultant's strengths and weaknesses. The consultant was to have specialized staff
and experience in marina development and design, in addition to the required
environmental reviews, permitting, and knowledge of current marina and dock
construction standards. The consultant was also to have prior experience and could
assist with the development of a business management plan, an operational plan and
budget, along with a marketing plan for the transient marina facility. Although each of
the consultants was uniquely qualified, the Consultant Selection Committee selected
JJR, of Madison, Wisconsin as the first-ranked consultant to provide the professional
design services for the Port of Dubuque - Riverfront Marina Project.
DISCUSSION
The hallmark of JJR's professional practice is the design and construction of marinas
and harbors. JJR has an extensive portfolio of waterfront planning and award-winning
marina design projects throughout the U.S. and internationally, with particular
experience and expertise on Midwest river corridors and the Great Lakes region.
PROJECT TEAM
To address and take on the unique challenges and specialized needs of the Port of
Dubuque - Riverfront Marina Project, JJR assembled an in-depth, multidisciplinary
Project Team with the capability, talent, qualifications and experience to successfully
complete the planning, preliminary development, environmental compliance, final
engineering design, develop construction documents, bidding and construction phases
for the Port of Dubuque - Rivertront Marina Project.
The JJR Project Team includes the following principal sub-consultant(s):
• Veenstra &Kimm (Moline, Illinois)
Veenstra &Kimm will be primarily responsible for the environmental assessment and
clearance phases of the project and will actively participate in the public information and
involvement process. As the project further develops and the scope of services
becomes clearly defined, other sub-consultants may be included in the Project Team.
Those sub-consultants may include Harwood Engineering of Milwaukee to provide
electrical engineering services and locally, Durrant to provide architectural design.
PROJECT MANAGER
An important evaluation criteria was the qualifications and experience of the
Consultant's Project Manager. JJR has designated Bill Brose, Vice President & Senior
Coastal Engineer, to lead the Project Team. Mr. Brose has over 24 years of experience
in marina design and coastal/waterfront engineering.

JJR understands the importance of keeping the project on schedule and has committed
the necessary resources to maintain the following schedule as outlined in the Proposal.

Based on the extensive review of the proposals, the presentations, and interviews, the
Consultant Selection Committee recommends that the City negotiate a Professional
Services Agreement and execute a contract with JJR for the consultant design services
to complete the Port of Dubuque - Riverfront Marina Project.
BUDGET IMPACT
The City has established funding for the project. The maximum budget for the project is
$4,126,752 including preliminary and final design, environmental review and
construction. The project funding summary is as follows:

Based on the Preliminary Scope of Consultant Services as outlined in the RFP, JJR
provided a Consultant Services Cost Proposal which is outlined below. Additionally, as
part of the RFP submittal, the Consultant also provided an alternate Cost Proposal to
perform the Project Administration and Construction Engineering and On-Site
Inspection services during construction.
