Van Milligen, City Manager SUBJECT: Sutton Pool Parking Lot Resurfacing Project (CIPs 1021889, 7201059) DATE: August 11, 2008 Dubuque N~-AmericacitY 2007 City Engineer Gus Psihoyos is recommending acceptance of the construction contract for the Sutton Pool Parking Lot Resurfacing Project as completed by River City Paving in the final contract amount of $31,493.95, which is a 79% increase from the original contract amount of $17,593.19. The cost increase is primarily due to additional grading and paving work required. During the course of construction, additional pavement replacement was required due to poor drainage conditions. An existing catch basin also had to be adjusted to improve the drainage of the parking lot. There was also a utility conflict with the main water transmission lines leading from the Eagle Point Water Plant. Additional protection measures needed to be applied to protect the mains prior to paving. This additional work was unforeseen since the original survey was conducted last year prior to the harsh winter. The existing concrete parking stall panel heaved and caused the majority of drainage issues that needed to be addressed. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. BACKGROUND The Sutton Pool Parking Lot Resurfacing Project involved the paving of the gravel parking lot portion of the Sutton Pool parking lot with hot mix asphalt (HMA). Drainage improvements were also made to ensure the parking lot would drain properly. Prior to this project, rainwater would seep through the stone causing considerable ponding and/or ice build-up. .Since the project was completed prior to the pool season, the parking lot was available for patron use. The project was awarded based on a competitive quotation process for public improvements in accordance with Iowa Code, Section 26.14. DISCUSSION The Sutton Pool Parking Lot Resurfacing Project was completed by River City Paving, Division of Mathy Construction Co. of Dubuque, Iowa, in the final contract amount of $31,493.95, which is a 79% increase from the original contract in the amount of $17,593.19. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the payment of the contract amount of $31,493.95 to River City Paving, Division of Mathy Construction Co., for the Sutton Pool Parking Lot Resurfacing Project. Prepared by Jon Dienst, Civil Engineer cc: Jenny Larson, Budget Director Gil Spence, Leisure Services Manager RESOLUTION NO. 266-08 ACCEPTING THE SUTTON POOL PARKING LOT RESURFACING PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE CONTRACTOR Whereas, the Public Improvement Contract for the Sutton Pool Parking Lot Resurfacing Project (the Project) has been completed and the City Engineer has examined the work and filed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the City Engineer recommends that the Project be accepted; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Sutton Pool Resurfacing (CIP 1021889) and Hawthorne Ramp/Kerper Storm (CIP 7201059) appropriations for the contract amount of $31,493.95 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
