Van Milligen, City Manager FROM: Bob Green, Water Department Manager SUBJECT: Kathy Bitter Water Request -Miller Road DATE: August 11, 2008 The purpose of this memorandum is to respond to Mrs. Bitter's request for utility service along Miller Road. It was our recommendation to deny a previous request to extend a water main 650 feet along Miller Road. This recommendation was based on an earlier calculation showing that there would be water quality issues due to the lack of water turn over. Since then we have revisited our numbers and have found an error with the previous calculations. The most recent calculations show that there should be sufficient water turn over and that water quality should not be an issue in providing water service along Miller Road. Since meeting last with City Council, staff has conducted a survey with those residents along Miller Road in identifying those who would connect to city water should the water main be extended. There are approximately 2,900 lineal feet of Mlller Road remaining with out city water. The estimated cost to extend water service to the end of Miller Road is $228,851. We have identified this project for your review into three separate phases. Each phase will show the number of residents desiring to connect and its construction cost. The Water Department in its Capitol Improvement Project Budget does identify the need to extend water service in areas currently inside the city limits that are not being served. This project is titled Water Main Extension, Code 42-740-1411 with an allocation of $225,000 for this Fiscal Year. I have provided a copy of this budget document for your review as an attachment. ACTION In review of these facts it is our recommendation that we proceed with the water main extension identified as Phase I of the Miller Road Project in this memorandum at an estimated cost of $55,775. MRS. BITTER (MILLER ROAD) 2004 STREET REPAIR This is the first that we have been made aware of this problem. I have asked Street Maintenance Supervisor John Klostermann to inspect the street and provide feedback to me on Mrs. Bitter's concern. His response is that filling these existing low areas will most likely move the water from the existing low spots to other low spots in the street. He is recommending that before any street surface repairs are made, drainage improvements in this area should be considered. Those improvements may include reestablishing the storm water ditch along the edge of the existing pavement, installation of curb and gutter and/or installation of a storm sewer. I have attached a copy of Mr. Klostermann's response for your review to this packet. I am available at your convenience to discuss and answer any questions you may have. With some extensions, it is prudent that the City defray the cost of larger size mains needed for future planned expansion of the system. City staff has increased this program in recent years in an effort to improve water service availability within the City limits. There are some current projects planned in Fispl Year 2009 and there are some existing uncommitted fund(s) balance. Miller Road is an asphalt street constructed in various widths, with no curb and gutter, and has an estimated °Over All Condition Rating" of 50 at the time of my inspection on June 19th. At your request I inspected the condition of Miller Road in the 1200 and 1300 blocks which includes the area of the water main extension. I found that the center seam at ~- 1212 Miller Road needs patching and will be repaired by the Public Works Department. I also noted several minor settlements in the water main excavation near 1233 and 1301. While these minor settlements hold about 1-2 inches of water on the pavement after it rains, defects like these are very difficult to repair. Filling these existing low areas will most likely move the water from the existing low spots to other low spots in the street. Gus Psihoyos June 5, 2008 RE: Water supply to Miller Road Dear Honorable Mayor and City Council Members: I am requesting the following issue to be brought before you at the June 16, 200$ city council meeting. I am available to speak to address the issue or answer questions, if needed. We would like city water made available on our street, Miller Road. Miller Road is at the bottom of Kelly Lane at the intersection of Manson, Old Mill and Kelly Lane. We realize there are some difficulties, mainly the fact that the street is very narrow. Water was brought partway down the street in 2004. We have heard from the water department that money is an issue and they need more people to agree to sign up before they wil4 commit to bringing it further. When they brought water in 2004 they passed three homes and didn't require them to hook up, nor did they even ask if they wanted to at that time. It was brought 600 feet at a cost to the city of about $55,000 for one homeowner. Miller Road is unique in that several of the homes here are built a long distance from the road and most likely would never hook up because the homeowner cost would be very high compared to repairing or re-drilling a well. There are many of us closer to the road that would like the option of hooking up to city water in the event that our wells fail or other circumstances arise. We are requesting the water came approximately 660 feet, or to accommodate as far as 1500 Miller. The proposed addition would cost about $58,000. Although there are nine or more homeowners in between there are only four, in my opinion, who would ever hook up. The water department has denied us twice due to lack of commitment by homeowners to hook up now. The current rate for the homeowner is $11 per Linear foot of frontage. Together the four homes [Sabers at 1441 (i 50 feet); Bitters at 1460 (140 feet); Davis at 1480 (107 feet); Allen at 1500 (150 feet)] have a combined linear footage of frontage of S47 feet. This at most would bring the city $6017 toward the project. Currently the Davis family has unsafe water and is looking at thousands of dollars in repairs to their well, Mrs. Davis has health issues that make safe water imperative. It is unfortunate that they may be forced to spend money on a well and still not have access to the wonderful water Dubuque is known for. They are probably the only family that would commit to hooking up immediately. Their cost would be $1177 to the city. That [eaves the city without $4840 it would like from the other three homeowners right now. This seems unlikely that this amount of money would stop a project of this size. What also must be remembered is that all of these residents are currently paying city taxes. We have city sewer, but as you are all aware, the city water is a wonderful asset. We feel we are paying these taxes without the amenity. There probably are not many homes in the city, paying city taxes, that don't at least have the option to have city water. I spoke with Brant from the water department and he was very helpful. He said that the water department's goal is to have everyone possible hooked up. Although the department sees this project as unworthy, the residents do. ~ Secondly, when the water was brought in 2004 the repair work to the street was~v~~ pooh ~ leaving very large sunken areas in front of l 233 and the community mailboxes ~~t~vvaulcl~ -- '7l be very nice if the city would finish this work. Van Milligen, City Manager FROM: Bob Green, Water Department Manager~~ , SUBJECT: Ms. Kathy Bitter's Letter dated June 5, 2008/Watermain Extension -Miller Road DATE: June 16, 2008 The purpose of this memorandum is to respond to Ms. Bitter's letter dated June 5, 2008. In 2004, a watermain request was made by Jeff Meyers to extend water service approximately 550 feet along Miller Road to his new home at an estimated cost of $39,150.00. Monies were available and the request was approved. During this project, a total of nine other residents along Miller Road signed a request to have this watermain extended an additional 825 feet to serve them. The spokesperson for these people at that time was Ms. Bitter. Their request was to have the watermain extended at that time and be allowed to connect later. In addition, they requested that their connection fees be frozen at that current rate until such time they decide to connect. This request was denied at that time due to lack of funds, their request to freeze the connection fees, the fact that none of the residents will be connecting to the system and due to water quality concerns with stagnant water in the distribution system. Recently we received a request from Mr. Davis at 1480 Miller Road to connect to the city water system. The Davis' have just recently purchased this home and found the well water quality to be unacceptable for their needs. Because of this they requested to us that the water main be extended to their property. This request was reviewed. The project would consist of extending the watermain approximately 660 lineal feet at an estimated cost of $55,000. In discussing this with Mr. Davis, I explained to him that the City Water Department operates on its revenues. In addition, I explained that funds were not currently available to support this project and that the Water Department would need to borrow the monies for the project. I advised Mr. Davis that his request at this time is being denied. Mr. Davis advised me that his neighbors wanted to connect to the system with him. asked Mr. Davis if he could take the lead with his neighbors to sign a petition requesting that the watermain be extended to their properties and that they would connect to the system. then advised him that I would take their request and submit in next year's CIP budget. have not received any further requests or information since my conversation with Mr. Davis. 2004 -Street Repair This is the first that we have been made aware of this problem. In reviewing the section of street we found some spots that could use some attention. We will schedule staff to repair these later this summer.
