INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve two requests for funding from the Capital Grant for
Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, begins FY09 with a balance of $307,680. The
fourth quarter adjustment for FY08 added $7,235. Currently there is a balance to be awarded of
$255,293.
At its meeting yesterday, the Tele-Programming Commission approved the following two
requests for funding:
• $17,500 for Mediacom to purchase lens extenders for the public access field production
package, a new character generator system, and an intercom system.
• $4,294 for the City to purchase a high definition mini-DV deck capable of down
converting video to standard definition.
The grant applications for these requests are attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

Describe how the Dubuque community will benefit from this request:
The three Century Optics 2.OX camera lens extenders will be attached to the
three Sony Z-1 cameras in the field package which will allow greater focal length
range in the telephoto direction. The Compix CYNERG Ultimate Character
Generator will replace the aging Videonics CG in the Public Access studio control
room. The current CG has limited graphics potential. The Ultimate CG can be
used with the field package as well. The Anchor Porta-Com wired intercom
system will be used in combination will the existing field package intercom
system allowing more technical positions to be connected as well as hearing
program audio from the audio mixer and a special headset for talent to receive
instructions from the technical director.

This deck will enable us to transfer tapes shot in high definition (HD) without
having to use the HD camera, thereby increasing the life of the camera's internal
tape deck. A second significant advantage of this deck is that it is capable of
playing and outputting high-definition (HD) video as well as down-converting HD
video to standard-definition (SD) video. This will enable us to shoot video in high
definition and use it in both HD and SD formats. Since the deck will also play
and record in SD, it gives us a back-up SD deck as well.

The community will benefit from this by watching locally produced programming
in SD format now made from raw footage shot in the HD format. In the future,
when Dubuque's local government channel is originated as an HD channel, there
will already be a library of HD footage from which to make programs. From this
point forward, the City will only purchase camcorders capable of shooting in HD.

Down-conversion Playback Capabilities
The HVR-M35U can convert material from HD down to SD,
and output the SD video signal through Its i~LINK, SDSDI,
analog component, S-video, and composite connectors.
This allows users to edit recorded material with a
compatible nonlinear editing system using current DV
editing software, as well as record SD signals to an
external ViR.
When down-converting these signals, the aspect ratio
displayed can be converted from 16:9 to 4,3. Display
modes can be selected from Squeeze, Letterbox"", and
Edge Crop"b.
'1 b Letterbox output Is not available from the LLINK connector. For the
HDV recording with four channels audio data, the audb dota in the
down-converted DV signal is selectable from either 1 l2ch or 3/4ch.
Edge Crop Adjust
When down-converting signals in Edge Crop mode, you
can use the Edge Crop Adjust function to adJust the
edge crop position. By displaying the edge crop marker
on the LCD monitor, operators can convenlentry check
the edge crop position before outputting
down-converted signals.
DUPLICATE PLUS
The DUPLICATE PLUS function makes it easy to copy video
and audio from a VTR or camcorder onto the HVR-M35U
- along with the original time code. Operators simply
connect the two LLINK devices together via their LLINK
Intertaces and press the
DUPLICATE PLUS and PLAY buttons on the front panel of
the HVR-M35U. Copying will then begin,

GRANT AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AN D
MCC IOWA, LLC
This Grant Award Agreement (the Agreement), dated for references
purposes the ~, day of , 20~$., is made and entered into by and
between the City of Dubuque, owa (City) and MCC Iowa, LLC (Recipient).
Whereas, Section 6 (b) of the Cable Franchise Agreement between the
City of Dubuque, Iowa and MCC Iowa, LLC, dated June 5, 2005, provides for a
Capital Grant for Access Equipment and Facilities for capital support for PEG
and I-Net use; and
Whereas, Recipient has submitted a Grant Application; and
Whereas, City has approved the Grant Application, on the terms and
conditions set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND
RECIPIENT AS FOLLOWS:
1. City hereby awards a grant to Recipient in the amount of $17,500
(the Grant), to be administered by City.
2. The Grant shall be used solely for the purpose(s) described in
Recipient's Grant Application, a copy of which is attached hereto and
incorporated herein.
3. All equipment and facilities purchased with the Grant shall remain
the property of City.
4. Any unused portion of the Grant shall be credited to City's Capital
Grant fund.
5. All equipment and facilities purchased with the Grant shall be used
solely for non-commercial purposes.
6. Failure by Recipient to abide by the terms and conditions of this
Agreement may result in forfeiture of the equipment and facilities purchased with
the Grant. City shall provide written notice to Recipient of any such failure and
Recipient shall have thirty (30) days in which to correct such failure. In the event
Recipient fails to cure such failure within such thirty (30) day period, Recipient
shall within ten (10) days thereafter return all equipment and facilities purchased
with the Grant.
