University of Dubuque Fireworks Display RequestUNIVERSITY of DLIBLIQLIE r,~,~rc-1~~~n ~. 2000 University Avenue • Dubuque, IA 52001-5099 i!~ ~~G 12 Phi ~+~ ! 4 August 12, 2008 - City ~~i~,, ~; ~ ufifice Dl.~nu~~e, IA To: City of Dubuque Re: Fireworks permit application On September 6, 2008, the University of Dubuque will be having their first ever regulaz season football game "under the lights" at the new Chlapaty Sports Complex. The game will start at 7:00 PM. The University is expecting attendance of possibly 2,000 - 3,000 or more. The sports complex has plenty of internal restroom facilities for all in attendance. After the football game, (at approx. 10:30 pm) the University is proposing to have a fireworks display with the discharge zone being on the baseball field at the South point of the left field line. The elapsed time for the display would be approximately 20 minutes. The Dubuque Fire Department has viewed the plat of the campus and they have determined that we need a 400 foot safety, fallout and exclusion zone which would allow us to dischazge up to 4 inch shells for the display. Safety clearance staff will be provided to maintain the integrity of the exclusion zone. The University will be providing 6 security staff and will have 3 additional off duty police. The majority of the attendees will be seated in the new sports complex stands. Additional visitors will be spread around the azea. Pazking issues should be minimal based on the use of all of the campus pazking lots as well as street pazking in the azea. The contact person for "J and M Displays", the vendor selected to dischazge the fireworks concurs with the NFPA exclusion zone requirements spelled out by the fire department. J and M Displays contact person is Scott and he is available for phone conference at 563-419-4803. After the fireworks, University Security as well as off duty officers will assist with crowd control and pazking issues while our visitors aze leaving the azea. No alcohol will be served on campus and since the campus is a "dry" campus, no alcoholic beverages will be allowed during the anticipated tailgating prior to or after the game. In conjunction with and in addition to the fireworks display we would like to add a street closure to the event. We would like to close GRACE STREET from McCormick St. to Algona Street on September 6, 2008 from 4:30 PM until 7:30 PM. We understand the "knock down" type barricade requirement set forth by city code as well as the need to have both intersections manned the entire time that the barricades are in place, allowing emergency vehicle access. The university owns all but 2 parcels of property in this block and both residents would be allowed "drive in or out" access during this time period.
