Individuals serving on Boards and Commissions play an important role in advising the City Council on matters of interst to our community
and its future.
The City Clerk's Office, City Hall, 50 West 13rh Street, Dubuque, IA accepts applications for any Board and/or Commission at any time,
and the application stays active for one year from the date of receipt in the Clerk's Office.
At the appropriate regularly scheduled meeting, applications will be submitted to the City Council for their review and applicants are
encouraged to address the Council stating their reasons for wanting to serve on this particular Board or Commission. Applicants will be
advised when the application is being presented. Appointment to the Board or Commission will be made at a later meeting. Applicants will
then be notified as to the outcome of the Council's action. If not appointed at that time, this application will be resubmitted, as needed, as
long as the application is active (unless the applicant advises they are no longer interested)

Airport Commission
Sec. 4-40. Powers-Generally:
The airport commission of the city shall have and exercise the powers to manage and
control the regional airport of the city, except that such commission shall not have the
power to sell such airport. (Code 1976, § 4-22)
Sec. 4-41. Powers-Rule Making:
The Airport Commission shall promulgate and put in force such rules and regulations as
shall be deemed necessary and appropriate for the order, operation, management,
control and supervision of the regional airport. A copy of such rules and regulations
shall be filed with the Airport Manager together with any amendments thereto; also,
copies thereof shall be posted in two (2) conspicuous places in the administration
building at the regional airport. (1976 Code, § 4-23)
Sec. 4-42. Powers-Control of Funds:
All funds derived from taxation or otherwise for airport purposes shall be under the
control of the Airport Commission of the City for the purposes of management,
operation and control of the regional airport and shall be deposited with the City
Treasurer to the credit of the Airport Commission and shall be disbursed only on the
written warrant or order of the Airport Commission including the payment of all
indebtedness arising from the acquisition and construction of airports and the
maintenance, operation and extension thereof. (1976 Code, § 4-24)
Sec. 4-45. Annual Report:
The Airport Commission of the City shall, immediately after the close of each Municipal
fiscal year, file with the City Clerk a detailed and audited written report of all the money
received and disbursed by such Airport Commission during the fiscal year and such
report should be kept on file in the office of the City Clerk for public inspection. (1976
Code, § 4-27)
Sec. 4-46. Appointment; Terms:
This section has been affected by ORDINANCE NO. 65-05: AIRPORT COMMISSION
MEMBERS.
(a) The Airport Commission shall have a membership of five (5) persons: four (4)
members appointed by the City Council for four (4) year terms and one member of
the City Council whose term shall be for one year. The initial appointment of the City
Council member shall expire on January 15, 2001. Such members shall serve
without compensation.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 4-46 of the City of Dubuque Code of Ordinances is amended to
read as follows:
Sec. 4-46. Appointment; Terms:
(a) The Airport Commission shall have a membership of five (5) persons appointed
by the City Council for four (4) year terms. Such members shall serve without
compensation.
Section 2. This Ordinance shall take effect upon publication.

Historic Preservation Commission
The City of Dubuque Historic Preservation
Commission has the Langworthy District representative
position available.
The applicant must live in the Langworthy Historic District boundaries and have expertise or
interest in architecture, history, archeology, law, construction or building rehabilitation, city planning
or conservation in general. The responsibility of the Historic Preservation Commission is to:
• Promote and conduct educational programs
• Review and comment on nominations to the National Register of Historic Places
• Review and approve exterior changes for buildings, signs and sites in historic districts
• Provide design review recommendations to the City Council for public works projects in
historic districts and at historic landmarks
• Provide recommendations to City Council on demolition permits in conservation districts

This section has been affected by a recently passed ordinance, ORDINANCE NO. 28-07:
VACANT DISTRICT SEATS . Go to new ordinance.
(a) The historic preservation commission is hereby established and shall consist of nine (9)
members who shall be residents of the city.
(b) Members of the commission shall be appointed by the city council as follows: one resident
from each designated historic preservation district, including the districts hereinafter
established; and four (4) at large members. Each member shall possess qualifications
evidencing expertise or interest in architecture, history, archeology, law, construction or
building rehabilitation, city planning or conservation in general. One commission member
shall be a licensed architect.
(c) Members shall serve three (3} year terms.
(d) Vacancies occurring in the commission, other than through expiration of term of office, shall
be only for the unexpired portion of the term of the member replaced. Each member shall
serve until the appointment of a successor.
(e) Members may serve for more than one term.
(f) Vacancies shall be filled by the city council in accordance with the requirements set forth
above.

AN ORDINANCE AMENDING CHAPTER 25 (HISTORIC PRESERVATION) OF THE
CITY OF DUBUQUE CODE OF ORDINANCES BY AMENDING SUBSECTIONS 25-
3{a) AND 25-3(b} TO INCREASE THE MEMBERSHIP FROM NINE TO TEN AND TO
ALLOW A .MEMBER TO BE TEMPORARILY APPOINTED TO SERVF, DURING A
VACANCY IN A SEAT THAT MUST BE FILLED BY A RESIDENT, UNTIL SUCH TIME
AS A QUALIFIED RESIDENT CAN BE APPOINTED.
Whereas, the Historic Preservation Commission has Experienced occasional
vacancies in membership due to the absence of qualified applicant for a vacant seat on
the Commission which seat requires that the appointee be a resident of the district; and
Whereas, the His#oric Preservation Commission has found that such vacancies
have in some instances reduced the effectiveness of the Commission; and
Whereas, the Historic Preservation Commission has recommended an
amendment to Chapter 25 tHistoric Preservation) of the City of Dubuque Code of
Ordinances to increase the membership from nine to ten and to allow a member to ~be
temporarily appointed to serve, during a vacancy in a seat that must be filled -by a
resident, until such time as a qualified resident can be appointed; and
Whereas, the City Council concurs with the r-ecommendation #o increase the
membership from nine to ten and to allow a member to be terporarily appoin#ed to
serve, during a vacancy in a seat that must be filled by a resident, until such time as a
qualified resident can be appointed.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY

Section 1. Section 25-3~a) of the City of Dubuque Code of Ordinances is hereby
amended to read as follows:
a) The historic pceserva#ion commission is hereby .established and shall consist
of ten (10) members who shall be residents of the city.
Section 2. Section 25-3(b) of the City of Dubuque Code of Ordinances is hereby
amended by adding the following additional language:
In the event that a vacancy occurs in a seat which requires #hat the appointee be
a resident of the district and for which there is no application from a qualified resident,
the City Council shall appoint a tenth member. This appointment shall be temporary.
Upon appointment of a qualified resident to the vacancy, the temporary appointment
shall terminate.
Section 3. This ordinance shall #ake effect immedia#ely upon publication, as
provided by law.

Individuals serving on Boards and Commissions play an important role in advising the City Council on matters of interest
to our community and its future.
The City Clerk's Office, City Hall, 50 West 13t'' Street, Dubuque, IA accepts applications for any Board and/or
Commission at any time, and the application stays active for one year from the date of receipt in the Clerk's Office.
At the appropriate regularly scheduled meeting, applications will be submitted to the City Council for their review and
applicants are encouraged to address the Council stating their reasons for wanting to serve on this particular Board or
Commission. Applicants will be advised when the application is being presented. Appointment to the Board or
Commission will be made at a later meeting. Applicants will then be notified as to the outcome of the Council's action. If
not appointed at that time, this application will be resubmitted, as needed, as long as the application is active (unless the
applicant advises they are no longer interested).

Sec. 44-217. Established; Purposes And Duties:
(a) The City Council hereby establishes a commission to be known as the Community Tele-
Programming Commission, and which shall continue to exist at the pleasure of the Council.
(b) The Commission shall have the following purposes and duties:
(1) To develop, in respect to community programming, policies which shall govern:
a. The use and protection of equipment and facilities,
b. The availability and use of technical assistance,
c. All training programs,
d. The priorities and scheduling for use of channel time, and
e. Fund raising and sponsorship revenues;
(2) To develop, in respect to the public community programming channel, policies and
procedures which shall:
a. Promote its nondiscriminatory, first-come first-served and equitable use,
b. Assure its use in conformity with all applicable regulations and requirements, and
c. Limit its use to residents of Dubuque and their own productions;
(3) To encourage interest in and development of decidedly local community programming;
(4) To encourage cooperation between community programming users and the local cable
manager and the local cable manager's staff;
(5) To encourage, and as appropriate, assist and participate in community programming
productions and training;
(6) To identify and support organization of subcommunities to be responsible for the
channels reserved for education, government, human services and religious programming;
(7) To advise the City Manager of the duties, qualifications, selection and evaluation of the
cable franchise administrator;
(8) To advise the cable franchise administrator on all matters relating to community
programming, including its annual budget;
(9) To advise the cable franchise administrator and the local cable manager on purchase,
location, use, repair, and replacement of equipment and facilities for community
programming;

(10) To promulgate and administer through the cable franchise administrator all policies,
rules and procedures relating to community programming;
(11) To evaluate its own proceedings and actions and all uses of community programming;
(12) To prepare and submit to the City Council an annual report:
a. On the progress throughout the year of the uses of the community programming
channels,
b. On the successes and failures of community programming and Commission activities,
and
c. With any recommendations for the future of community programming in Dubuque.

Sec. 44-218. Membership; Terms; Officers:
(a) The Commission shall consist of seven (7) members appointed by the City Council. In its
appointments, the Council shall endeavor to achieve a broad representation of the
subcommunities and public interests which can take advantage of dedicated channels to
benefit the residents of Dubuque. The Council shall appoint only residents of the City and
shall give preference to applicants who are actively interested in promoting community
cable programming who possess, or are willing to acquire, video production background,
and who will relate to the spectrum of informational and cultural needs of cable viewers of
Dubuque.
The Cable Franchise Administrator and anyone who is an owner, shareholder, employee or
agent of the franchise holder shall be ineligible to serve as a member of the Commission.
The membership may include a maximum of two (2) government officers and employees.
Members of the Commission who represent subcommunities utilizing dedicated channels
shall not be deemed to have a conflict of interest in the use of the equipment and facilities
provided for that purpose solely because of their membership on the Commission.
(b) The term of each member shall be for three (3) years, with three (3) such terms expiring
each June, except those of the initial appointees only, three (3) appointments shall have
one year terms and three (3) appointments shall have two (2) year terms. If a vacancy
occurs before the expiration of a term, the appointment shall be for the unexpired portion of
that term. If the Council fails to make an appointment upon the expiration of a term, the
incumbent shall continue to serve until an appointment shall be made. If any member fails
to attend at least two-thirds (2/3) of the regularly scheduled Commission meetings within a
twelve (12) month period, the Commission may request the Council to declare that
member's seat vacant. Attendance of all members shall be entered in the minutes.
(c) Annually the members shall elect from among themselves a presiding officer and a
secretary whose offices shall expire the next June. The City's Cable Franchise
Administrator shall be adviser to the Commission. (1976 Code, § 36-173; Ord. 87-95, § 1,
