INTRODUCTION
The enclosed resolution provides for the cancellation of the public bidding process for
the Green Alley Pilot Project through the rescinding of Resolution No. 265-08.
BACKGROUND
The public bidding process for the Green Alley Pilot Project was approved and initiated
at the August 4, 2008 City Council meeting. The Public Hearing is currently scheduled
for Monday August 18, 2008 during the regular meeting of the City Council. The bid
letting is currently scheduled for August 21, 2008 at 2:00 pm.
DISCUSSION
The Engineering Department is recommending the cancellation of the public bidding
process for the Green Alley Pilot Project through the rescinding of Resolution No. 265-
08 which gave preliminary approval of the proposed plans, specifications, form of
contract, estimated cost, set the date for the Public Hearing and ordered the
advertisement for bids for the Green Alley Pilot Project.
During the bidding process it was brought to our department's attention that the gas
main in the alley is an 8" high pressure gas main that is quite shallow. Black Hills
Energy (formerly Aquilla) needs some time to determine a way to insure the gas main is
protected during construction. Engineering staff is actively working with Black Hills
Energy to determine a plan to accommodate the gas main during the pavement
construction in the alley.
Additionally, the Water Department has analyzed the existing watermain condition in the
alley and recommends the watermain and associated private services be replaced prior
to paving of the alleys. This additional work will require the project be re-developed as
an assessable project due to approximately 62 services (31 lead services) having to be
replaced. It is City Policy to assess the property owners for 100% of the cost to replace
the lead services with copper services. Current property owners with copper services
would not be assessed.
RECOMMENDATION
recommend that the City Council approve the attached resolution to cancel public
bidding process for the Green Alley Pilot Project through the rescinding of Resolution
No. 265-08. The project will have to be re-initiated at a future City Council meeting once
the plans and specifications have been updated to reflect the new scope of work.

Resolution No. 265-08 approving the proposed plans, specifications, form of
contract and estimated cost for the Green Alley Pilot Project, in the estimated amount
$324,167.96, is hereby rescinded.
The public hearing set for the 18t" day of August, 2008, at 6:30 p.m. in the
Historic Federal Building Council Chambers for interested persons to appear and be
heard for or against the proposed plans and specifications, form of contract and
estimated cost of said Project is hereby cancelled.
The notice of bidders published on the 8t" day of August, 2008, indicating the
date of filing bids before 2:00 p.m. on the 21St day of August, 2008 and the final action at
6:30 p.m. on the 2nd day of September, 2008, in the Historic Federal Building Council
Chambers (second floor), 350 West 6t" Street, Dubuque, Iowa is hereby withdrawn.

City Engineer Gus Psihoyos is recommending the approval of the plans, specifications,
form of contract and the estimated cost of $324,167.96 for the Green Alley Pilot Project.
The Green Alley Pilot Project will involve the reconstruction of four existing asphalt
alleys from 16th Street to 20th Street between Jackson Street and Washington Street.
Since this is a pilot project, multiple pervious pavement surfaces will be constructed to
help in evaluating suitable pavement types for future alley reconstruction projects. The
Engineering Department proposes to bid this project with three pavement alternates-
pervious asphalt, interlocking concrete pavers, and pervious concrete trench. This will
allow the City to evaluate both cost and appropriate pavement materials.
All these pavement surfaces will allow rainfall from low-intensity storms to pass through
the pavement structure. This, in turn, will recharge the water table and minimize
stormwater runoff. In addition, the alleys will also have the sanitary sewer manholes
reconstructed since they are brick and in poor shape.
Since this is a pilot project, this project will not be assessed. This project will help
determine the appropriate pavement type to be used on future alley reconstruction
projects that will be assessed. Engineering staff has started preliminary work on
developing an Alley Assessment Policy. It is expected that this policy will be brought to
the City Council this fall.
Engineering Department staff held a public information meeting on July 15, 2008, at
Comiskey Park to discuss the project. All abutting property owners were invited to the
meeting to discuss the project. Only three property owners attended the meeting. The
residents that attended were not supportive of the project. They preferred that more
money and effort be spent on winter maintenance (snow/ice removal) in the alleys.
There were also concerns that rainfall infiltration into the alley could get into basements.
Engineering staff told the property owners that infiltration concerns would be addressed
in the design of the alleys.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

for the alley from 19tH - 20tH Attached are pictures that show these pavement types. All

There is a cost reduction for pervious asphalt (Alternate 1); however, there is a
noticeable increase if interlocking concrete pavers are used. The City Council has
flexibility in the selection of pavement materials for this pilot project.
