Leisure Services Manager Gil Spence is recommending approval of the placement of a
helicopter at the Veterans' Memorial Plaza to be constructed at the McAleece Park and
Recreation Complex.
The City Council approved the construction of a Veterans' Memorial Plaza at the
McAleece Park and Recreation Complex in May, 2007. The group is asking to add a
Cobra Helicopter display to the project. Attached is a site plan that shows the plaza and
the proposed location of the helicopter.
There will be no cost to the City to acquire, transport, or place the helicopter. It will be
placed on a pedestal high enough off the ground so that it cannot be vandalized. The
helicopter will remain the property of the federal government and will revert back to
them when it is removed.
The City of Dubuque is being asked to assume all responsibility for the upkeep and
safety of the helicopter.

The purpose of this memorandum is to request City Council approval of the placement
of a helicopter at the Veterans' Memorial Plaza to be constructed at the McAleece Park
and Recreation Complex.
DISCUSSION
The City Council approved the construction of a Veterans' Memorial Plaza at the
McAleece Park and Recreation Complex in May, 2007. The group is asking to add a
Cobra Helicopter display to the project. Attached is a site plan that shows the plaza and

ACTION STEP

approval to the placement of the helicopter and assuming responsibility for upkeep and

RESOLUTION APPROVING THE PLACEMENT OF HELICOPTER AT VETERANS'
MEMORIAL PLAZA AT THE McALEECE PARK AND RECREATION COMPLEX
WHEREAS, the Veterans' Memorial Plaza organization desires to add a helicopter
display to the Veterans' Memorial Plaza, and
WHEREAS, the City of Dubuque agrees to assume all responsibility for the upkeep
and safety of the helicopter
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That approval is given for the Veterans' Memorial Plaza organization to place a
Cobra Helicopter as part of the Veterans' Memorial Plaza at the McAleece Park and
Recreation Complex.
Passed, approved and adopted this 18th day of August , 2008.
