CITY COUNCIL PROCEEDINGS

The Dubuque City Council met in special session, at 4:30 p.m. on August 26, 2008,
at the Grand River Center.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick,
Voetberg, City Manager Van Milligan, City Attorney Lindahl
Mayor Buol read the call and stated this is a special session of the City Council
called for the purpose of conducting a goal setting session with Lyle Sumek facilitating.
The City Council adopted the five-year goals for the community as: (1) Diverse,
Strong Dubuque Economy; (2) Sustainable City; (3) Planned and Managed Growth; (4)
Improved Connectivity – Transportation and Telecommunication; and (5) Partnering for
a Better Dubuque. Objectives for each of the goals were ranked, with the short-term
challenges identified and the actions necessary to achieve each goal.
The Dubuque 2024 Vision Statement was approved as: The City of Dubuque is a
progressive, sustainable City with a strong diversified economy and expanding global
connections; the Dubuque community is an inclusive community celebrating culture and
heritage and has actively preserved our Masterpiece on the Mississippi; and Dubuque
citizens have choices of quality, livable neighborhoods and an abundance of fun things
to do and are engaged in the community, achieving goals through partnerships,
The Policy Agenda for 2008 – 2009 was established as: Top Priority – Workforce
Development Strategy/Project HOPE, Warehouse District Redevelopment and Plan,
Port of Dubuque Development, Street Program – Continued Funding, and Public
Transit – New Model; and High Priority – Development Standards Incorporating Green
Standards, Unified Development Code, Rental Licensing / Irresponsible Landlords,
Downtown Master Plan, and Neighborhood Investment / Code Enforcement.
The Management Agenda for 2008 – 2009 was established as: Top Priority –
Industrial Riverfront Leases, National Trust for Historic Preservation Memorandum of
Understanding, Bee-Branch project, Every Child / Every Promise in partnership with the
Community Foundation of Greater Dubuque, and Southwest Arterial; and High Priority
– Washington Neighborhood Plan, ADA Compliancy, Envision 2010, Library
Renovation Project, and Airport Master Plan.
The City Council discussed three governance issues: Application of “house rules” to
speakers, conference attendance, and the Consent Agenda.
There being no further business, upon motion the meeting adjourned at 9:20 p.m.
