February 2, 1955 Hon, Mayor and Members of the City Council, City of Dubuque, Iowa Gentlemen: In his last communication to you regarding Radio and TV interfer- ence Mr, Schiltz indicated that we $2 Special Session, )i'ebruary 14th, 1955 were awaiting a report from NIMLO on the subject. That report has now been received and can be sum- marized as follows: There are two types of radiation that can interfere with radio and TV reception, legitimate interfer- ence and "Spurious" radiation. Legitimate interference is the inter- ference caused by a licensed radio or TV transmitter-it includes co- channel and harmonic tnterference. The FCC controls this through the licensing powers and by spacing stations geographically and on the dial. The "spurious" radiation is caused by two types of equipment. In the one there is a legitimate but "restricted" use of radio waves for purposes other than communica• tion; this includes record players, garage door openers, et cetera. In the other type the radiation is only "incidental" such as diathermy ma- chines, electric motors, lighting sys- tems and radio and TV sets them- selves, Part of this "spurious" interfer- ence is now under FCC regulation Industrial, scientific and medical equipment must now be licensed under Part 18 of the Commission's rules. The Commission is proposing to issue rules governing the rest of the restricted and incidental radia- tion. As proposed, all TV and FM receivers would require certifica- tion and the operation of any de- vice which interferes with author- ized radio services would be pro- hibited. Enforcement. Complaints are in- vestigated by the thirty-three field offices and 18 monitoring stations of the FCC. Obviously they are not enough to do the job and have been successfully supplemented in some 358 communities by television interference committees composed of amateur radio operators, TV dis• tributors, industry representatives and other interested volunteers. These committees have often been successful in amicably settling com- plaints. While the FCC welcomes local regulations governing this field it feels the investigation and detection of violations should be accomplished on the Federal level, The FCC would then submit the facts to the local officials, who would take whatever corrective ac- tion is required. Respectfully, T. H. NELSON Councilman Austin. moved that the communication of City Solicitor Nelson be received and made a mat• ter of record. Seconded by Council- man Welu. Carried by the follow- ing vote: Yeas--Mayor Kintzinger, Council- men Austin, Schueller, Welu. Nays-None. Absent-Councilman Kolb. On the other hand, this additional area will help Mr. Stecher obtain a full house lot and therefore if Mr. Stecher is willing to pay a fair price for same, The Planning & Zoning Commission recommends to your Honorable Body that the peti- tion be granted, Respectfully submitted, Dubuque Planning & Zoning Commission By R. T Special Session, February 14th, 1955 83 February 4, 1955 To the Honorable Mayor, City Manager and City Council, Dubuque, Iowa Gentlemen: The Dubuque Planning and Zon- ing Commission has reviewed the attached petition of Emil J, Biasi referred to them by City Council January 24, 1955 and feel that any such rezoning in this choice Single Family area should be fostered and promoted by more than one peti- tioner, It seems logical that both sides of the street should have the same dassification, yet there is no evidence that any others are inter- ested in the proposed. degrading of this area. The Planning and Zoning Com- mission recommends denial of the petition by your Honorable Body. Yours truly, Dubuque Planning and Zoning Commision By R. V, McKay, Secretary Councilman Austin moved that the recommendation of the Plan- ning and Zoning Commission be ap- proved and that the petitioner 'be informed of the contents of the recommendation of the .Planning and Zoning Commission. Absent-Councilman Kolb. February 4, 1955 To the Honorable Mayor, City Manager & City Council Dubuque, Iowa Gentlemen; To give a major street designa- tion and classification to the south- erly section of the alley between Locust and Bluff Sts, just northerly from Dodge St. as suggested in at- tached petition of Mr, Henry Ott et. al, does not appear to the Planning & Zoning Commission as the proper method of clearifying the confusion of addresses experi- enced in this area, Certain rights inure to persons owning property on major streets which would be impossible to grant owners of prop- erty abutting this alley, therefore the Planning & Zoning Commis- sion recommends to your Honorable Body denial of the petition. In lieu of the proposed petition, the Planning & Zoning Commission recommends that the lower block of this alley be given a minor "Lane" designation and thus set no troublesome precedents. Respectfully submitted, The Dubuque Planning & Zoning Commission By R. V. Conlon in regard to different valua- tions placed on Lots 571 and 606 in Lenox Addition for various im- provements wer referred to the City Manager. Lot 606 for curb and gutter and water main on Nebraska Street had a valuation of $650,00 while for curb and gutter on McPoland, it was listed at a valuation of $1250.00, This valuation is in error and I reconunend that the final schedule that is adopted be amended so that the assessment on Lot 606 for curb and gutter on McPoland be $162,50 based on valuation of $650.00 and that the deficiency of $85.55 be paid for from the Street Fund, Respectfully submitted, L. February 12, 1955 To the Honorable Mayor and City Council, Dubuque, Iowa Gentlemen: During the past year studies have been made to determine what should be done so that our city water supply would be adequate over the next twenty year period. It was determined that the new water supply available on City Is- land be developed and that an iron removal and hardness reduction plant be constructed. In order that sufficient funds are available to perform this con• struction work, to have sufficient funds available for operation and maintenance and do the necessary main extension work to keep up with the growth of the city, it is necessary that a rate increase be put into effect. The rate increase ordinance that has been prepared will provide the necessary funds for this construction.
