Preliminary Schedule of Assessments, for the Quince Street Underground Utility
Reconstruction Project.

INTRODUCTION
The enclosed resolutions are in reference to the public hearing on the Quince Street
Underground Utility Reconstruction Project.
DISCUSSION
The Quince Street Underground Utility Reconstruction Project will provide for the
reconstruction of all public underground utilities and replacement of the existing asphalt
street pavement.
The project will incorporate the following upgrades to the existing sanitary sewer system:
the complete reconstruction of approximately 220 lineal feet of 8-inch mainline sewer; the
reconstruction of 1 deteriorated brick manhole; and the replacement of 6 private sanitary
sewer laterals. The cost for the individual sanitary sewer lateral replacements will be
assessed to each respective private property owner.
The project will also include the reconstruction of approximately 360 lineal feet of
watermain and the replacement of 1 lead residential water service. The cost of the
individual lead residential water service replacement will be assessed to the respective
private property owner.
The project also provides for the construction of approximately 365 lineal feet of new
storm sewer which will manage and improve storm water conveyance in the area.
On August 19, a public information meeting was held at Bryant School. No impacted
property owners attended the meeting. However, there was one resident in the area who
participated. The project schedule, accessibility to residences during construction,
preliminary assessments, and other construction-related items were discussed.
RECOMMENDATION
recommend that the City Council approve the plans, specifications, form of contract and
the estimated cost and to adopt the Resolution of Necessity and the Preliminary
Schedule of Assessments for the Quince Street Underground Utility Reconstruction
Project.

The Quince Street Underground Utility Reconstruction Project will be funded through
the annual capital improvement project appropriation of City funds as noted above in the
amount of $127,167.27. The project, as outlined, will require Special Assessments in
the amount of $7,247.58 and expenditure from the FY2009 Annual Street Construction
Program (Funded through Local Option Sales Tax) in the amount of $34,424.48.

RESOLUTION WITH RESPECT TO THE ADOPTION OF THE RESOLUTION
OF NECESSITY PROPOSED FOR THE QUINCE STREET UNDERGROUND
UTILITY RECONSTRUCTION PROJECT
Whereas, the City Council has proposed a Resolution of Necessity for the
Quince Street Underground Utility Reconstruction Project has given notice of the public
hearing thereon as required by law; and
Whereas, the public hearing has been held, all persons offering objections have
been heard and consideration given to all objections and is pending before this Council;
and ,
Whereas, this is the time and place set as provided for the taking of action on the
proposed Resolution of Necessity.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the proposed Resolution of Necessity described above is hereby:
-- Adopted, without amendment, and all objections filed or made having been duly
considered are overruled.
Adopted as amended by the Preliminary Schedule of Assessments attached
hereto as Exhibit A, and made a part hereof by reference. All objections filed or
made having been duly considered are overruled.
Deferred for later consideration to a City Council meeting to be held on the
day of , 2008, next at 6:30 p.m. in the Historic Federal Building
Council Chambers (second floor), 350 West 6th Street, with jurisdiction retained
for further consideration and action at the adjourned meeting.
