Sealed bids were received on August 21, 2008, for the U.S. 52 Resurfacing Project -
32nd Street to the Northwest Arterial. City Engineer Gus Psihoyos is recommending
award to the low bidder, River City Paving, Inc., a division of Mathy Construction, Inc., in
the amount of $931,239.54.
This is 33.08% over the engineer's estimate.
The primary reason for the substantial increase over the engineer's estimate is due to
the higher than expected cost for asphalt mix and the storm sewer pipe. The project
was bid using Iowa DOT specified hot mix asphalt--a reduced recycled mix content and
special oil to resist cracking. This modified mix came in almost $20/ton higher than
anticipated. The storm sewer pipe came in almost double the estimated cost based on
similar bids of recent street reconstruction projects.
Also, the increased costs are primarily attributed to the traffic control requirement that
stipulates two-way traffic be maintained at all times. This is very difficult due to high
truck traffic and the need to maintain OSHA compliant trenches for safety.
Engineering staff has talked to the Iowa DOT about the bid results and they have
recommended proceeding with the project. The Iowa DOT reviewed the bid costs and
stated the bid costs are similar to those in other areas of the state. The DOT's share of
the extra costs amounts to $182,100.37. The City's share of the extra costs amounts to
$49,405.27. Even with the extra cost from the bids for the storm sewer, the total storm
sewer cost falls within the CIP budget for the US 52 Storm Sewer.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the US 52
Resurfacing Project - 32"d Street to the Northwest Arterial.
DISCUSSION
The US 52 Resurfacing Project - 32nd Street to the Northwest Arterial involves the
asphalt resurfacing of US 52 (Central Avenue) and storm sewer improvements, from
32nd Street to the Northwest Arterial.
In addition, this project will include: 1) The installation of advance warning flashers to
alert traffic of the northbound traffic signals at the Northwest Arterial. These flashers will
be similar to the existing flashers used on US 20 by Menards. 2) Due to safety
concerns, and in accordance with Envision 2010 goals, pedestrian crossing signals and
a crosswalk will be installed for those who use the Northwest Arterial Hike/Bike Trail.
The resurfacing and storm sewer improvements will be primarily funded by the Iowa
Department of Transportation (Iowa DOT). The funding agreement will be presented to
the City Council for its September 2, 2008 approval.
BID RESULTS

Mathy Construction, Inc., of Dubuque, Iowa, submitted the low base bid in the amount
of $931,239.54. This amount is 33.08% over the engineer's estimate of $699,733.90.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE US 52

Whereas, sealed proposals have been submitted by contractors for the US 52
Resurfacing Project - 32nd Street to the Northwest Arterial (the Project) pursuant to
Resolution No.____ and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 8th day of August, 2008.
Whereas, said sealed proposals were opended and read on the 21st day of
August, 2008 and it has been determined that River City Paving, Inc., a division of
Mathy Construction, Inc. of Dubuque, Iowa, with a bid in the amount of $931,239.54, is
the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to River
City Paving, Inc., a division of Mathy Construction, Inc. and the City Manager is hereby
directed to execute a Public Improvement Contract on behalf of the City of Dubuque for
the Project.
