MINUTES OF THE ENVIRONMENTAL STEWARDSHIP ADVISORY COMMISSION
SEPTEMBER 2, 2008
5:00 P.M.
CITY HALL ANNEX, 1300 MAIN, CONFERENCE ROOM # 1
Wayne Klostermann called the meeting to order at 5:01 p.m.
MEMBERS PRESENT:
Mike Buelow, Joe Suarez, Wayne Klostermann, Gayle
Gross
MEMBERS ABSENT:
Chad Oberdoerster, Sr. Mary Clare O’Toole. One seat
remains vacant
STAFF PRESENT:
Mary Rose Corrigan, Jon Brown, Don Vogt
Wayne Klostermann completed the Certification of Compliance with the Iowa Open
Meetings Law.
APPROVAL OF MINUTES:
Mike Buelow moved to accept the Minutes of the August 5, 2008 meeting. Gayle Gross
seconded the motion. There were no changes. The motion passed 4 – 0 by roll call
vote.

OLD BUSINESS:
1. Committee Reports.
Developers Roundtable
- (Mike Buelow) - No report.
Stormwater/Erosion Control Committee
- (Sr. Mary Clare O'Toole) - no report.
Comprehensive Plan Update
- (Joe Suarez) – no report.
Unified Development Code Citizen Advisory Committee
- (Wayne Klostermann) – Wayne
shared that the Committee recently reviewed airport overlay district component.
NEW BUSINESS.
1. North Fork Trails – Tom Thompson.
Tom Thompson gave a presentation on the North Fork Trails subdivision development.
The goal of the development is to be sustainable and use local materials, etc. for the
subdivision development and for building the townhouses and homes. Pervious pavers
will be used for the street. Monitoring equipment for snowfall, rainfall flow, and
temperature will be installed in conjunction with the Department of Natural Resources.
Mike Buelow suggested adding air monitoring.
Community gardens will be in the site. The developers are using LEED guidelines, but
they are not hiring LEED architects and designers. The developers goal is to have 4
units under construction in November.

OLD BUSINESS:
1. Mary Rose Corrigan reported that the deer proficiency test was completed. Jon
Brown reported that the treatment plant RFP will be approved by the City Council
tonight and will be sent to approximately ten firms. The goal is to have a selection by
November. Don reported on behalf of the Landfill Agency. UNICON will be doing a
methane generation report to the Landfill Agency to determine uses of the methane
generated there. The Commission also discussed the methane generation occurring
from the Dubuque Greyhound Park site.
NEW BUSINESS:
1. Mary Rose Corrigan reported that the Sustainability Coordinator hiring process
is underway.

CLARIFICATION OF TASKS:
Mary Rose Corrigan will discuss air monitoring with the City Manager. Mary Rose
Corrigan will research the monitoring of methane at Dubuque Greyhound Park.

Gayle Gross moved to adjourn the meeting. Mike Buelow seconded the motion. With a
roll call vote, Motion passed 4 - 0 and the meeting adjourned at 5:45 p.m.
