Minutes Human Rights Commission 8 11 08CITY OF DUBUQUE HUMAN RIGHTS COMMISSION MEETING MINUTES OF August 11, 2008 Commissioner Rubinstein called the meeting of the Dubuque Human Rights Commission to order at 4:21 p.m. on Monday, August 11, 2008, in Conference Room 2 at the City Hall Annex. Call: Anthony Allen Present: Marco Rubinstein Char Eddy Absent: Vince Vanden Heuvel Dan Chatfield Staff: Kelly Larson Carol Spinoso Approval of Minutes Colin Scott Katrina Wilberding Gretel Winterwood Shane Oswald Molly Menster Upon a motion by Commissioner Winterwood and second by Commissioner Scott, the minutes of July 14, 2008 were approved as submitted. Commissioner Eddy abstained. Caseload Report Carol summarized the July Caseload Report. There were fifty-six intakes, three new cases filed, seven cases under active investigation, three cases in mediation, two cases in administrative review, two cases were closed and two cases remained in backlog. The case summary details allegations of age discrimination in the area employment. Chairperson's Report No report given. Director's Report Written report submitted. Kelly introduced Nick Stuber, the AmeriCorps Vista that will be working with the Department for the next year. Education and Outreach Subcommittee Reports National Origin: Race: Molly indicated that the speaker orientation has been scheduled for September 22. Disability: Waiting for speaker orientation in September. Housing: Commissioner Rubinstein reported that the group met to define the scope, then divided it into two sections; enforcement and education and outreach. For the education and outreach component they talked about combining with the speakers' bureau. For enforcement, Marcos will meet with Kelly to develop an idea that is acceptable to both the City and HUD. The next meeting they will be inviting neighborhood associations, .community groups like UNDIA and the NAACP, churches, landlord associations, disability rights groups and GLBT groups in an attempt to form a larger committee. The will meet on August 29 with the large group to form working groups and assign specific tasks. Kelly informed commissioners that they now have a 20 minute Fair Housing video that will run on Channel 8. When Kelly receives the Channel 8 schedule she will forward it on to commissioners. Accessibility Commissioner Wilberding reported that she spoke to the West Side Business Association and the New Chamber Board on accessibility and human rights, and that they added a piece on disability etiquette to the PAD website. A PAD board member will be serving as a liaison to Diversity in the Workplace. They have been working closely with Gary Blosch the City ADA Inspector. Gary has been surveying medical facilities and drug stores. The City Parking Manager reported an increase in tickets written for accessible parking violations. The City's policy is to give permit holders who fail to display their permit one free pass prior to charging the $100 fine. PAD suggested that they adopt the same policy for individuals incorrectly parking in the access aisle. Katrina requests this as an agenda item at next month's meeting. Discuss Support Statement for Fairness for All Families Kelly had received communication from Brad Clark with One Iowa asking for an endorsement on a support statement for Fairness for All Families, and looking for persons interested in attending quarterly coalition meetings or periodic conference calls. Commissioner Allen moved to endorse the statement for Fairness for All Families with One Iowa and Commissioner Winterwood seconded. Marcos asked Kelly to contact One Iowa to get more details on the extent of involvement. New Business Adjournment There being no further business to come before the Commission, Commissioner Allen moved to adjourn the meeting. Commissioner Wilberding seconded. Motion passed by consensus.
