The Dubuque City Coun-
cil met in special session,
at 4:30 p.m. on August 26,
2008, at the Grand River
Center.
Present: Mayor Buol,
Council Members Braig,
Connors, Jones, Lynch,
Resnick, Voetberg, City
Manager Van Milligan, City
Attorney Lindahl
Mayor Buol read the call
and stated this is a special
session of the City Council
called for the purpose of
conducting a goal setting
session with Lyle Sumek
facilitating.
The City Council adopted
;he five-year goals for the
community as: (1) Diverse,
Strong Dubuque Economy;
(2) Sustainable City; (3)
Planned and Managed
Growth; (4) Improved Con-
nectivity - Transportation
and Telecommunication;
and (5) Partnering for a
Better Dubuque. Objec-
tives for each of the goals
were ranked, with the
short-term challenges
identified and the actions
necessary to achieve each
goal.
The Dubuque 2024 Vision
Statement was approved
as: The City of Dubuque is
a progressive, sustainable
City with a strong diversi-
fied economy and expand-
ing global connections; the
Dubuque community is an
inclusive community cele-
brating culture and herit-
age and has actively pre-
served our Masterpiece on
the Mississippi; and Dubu-
que citizens have choices
of quality, livable neighbor-
hoods and an abundance
of fun things to do and are
engaged in the communi-
ty, achieving goals through
partnerships,
The Policy Agenda for
2008 - 2009 was establish-
ed as: Top Priority - Work-
force Development
Strategy/Project HOPE,
Warehouse District Rede-
velopment and Plan, Port
of Dubuque Development,
Street Program - Contin-
ued Funding, and Public
Transit -New Model; and
High Priority - Develop-
ment Standards Incorpo-
rating Green Standards,
Unified Development
Code, Rental Licensing /
Irresponsible Landlords,
Downtown Master Plan,
and Neighborhood Invest-
ment /Code Enforcement.
The Management Agenda
for 2008 - 2009 was estab-
lished as: Top Priority - In-
dustrial Riverfront Leases,
National Trust for Historic
Preservation Memorandum
of Understanding, Bee-
Branch project, Every
Child /Every Promise in
partnership with the Com-
munity Foundation of
Greater Dubuque, and
Southwest Arterial; and
High Priority -Washington
Neighborhood Plan, ADA
Compliancy, Envision
2010, Library Renovation
Project, and Airport Master
Plan.
The City Council dis-
cussed three governance
issues: Application of I
"house rules" to speakers,
conference attendance,
and the Consent Agenda.
There being no further
business, upon motion the
meeting adjourned at 9:20
