Attach estimates of damages or describe basis for ascertaining WATER DAMAGE MARCH 2007/2008 In March of 2007 (before March 10) we noticed we had a lot of water in the basement after returning from a movie. Since there was so much water, we feel that it had started sometime in the afternoon. It was dry when we left at noon. I (Barbara Armstrong) called City Hall the next day to inquire whom I should speak to regarding the incident. I was referred to John Klosterman (city engineer) & was informed he was not in the office at the time. When he returned the call, I explained to him about the water situation. I mentioned to him that the University of Dubuque was doing a lot of construction and wondered if they could possibly have broken a pipe with their equipment and maybe that was why we were getting water coming down from there and into our yard. Mr. Klosterman checked on this and informed me there were no reports regarding any broken pipes. 1 also suggested that maybe it was a sewer problem. I was asked if anyone else had gotten water & if not, then it must be a problem with our plumbing in the house, so nobody was sent to examine the sewers. I later found out (when we had the same problem in March of 2008) that no report was made of the call in 2007and nobody informed us to file a claim. We spent days moving very heavy furniture from two rooms & extracting the standing water with a shop vac. We had called Kanndo to get an estimate for cleaning up the water etc. ($125 per hour) and $30 per day for the rental of fans to dry it up. (see attachment from Kanndo). Since it was too costly, and our insurance wouldn't pay, we did it ourselves. It was a lot of very hard work to move heavy furniture and extract that much water, especially when we are senior citizens (Bob - 69 & Barb - 63). In addition, we had to buy 2 huge fans & a small window fan, cleaning supplies and chemicals for mold, which were dangerous to inhale, rubber gloves, mops etc. Also, we had terrific electric bills from running the fans for many weeks and using the dehumidifier, to dry out the carpeting in the storeroom. The beautiful, expensive carpeting in the rec room was cut up and removed by us up the stairs and outside (lots of heavy work, especially when wet). The odor was terrible for many weeks...you can imagine what sewer water smells like. All expenses from Kanndo (estimates for cleanup costs), Floor Show (showing cost of carpet & pad) are attached. Also, we will have a huge cost for dry cleaning the clothes we have stored downstairs (many) and the cost of cleaning the sofa & decorative pillows. The cleaning cost of individual items is attached from Fashion Touch. We will also have the cost of replacing the flooring. Since this same situation occurred in Mar of 2008 (approximately one year later), we could identify where the water was coming in since the carpeting had been removed from the incident in Mar of 2007. It was blowing out from a drain in the floor that was under the the and also the shower drain. When the city checked out the sewer, they pulled out several heavy duty shop towels and the water stopped immediately. My concern is this: We feel the city should have kept a record of the call & sent someone to check out the sewer in 2007. Since our carpeting had been removed in the rec room in Mar 2007, the damages this time (2008) were not as costly as 2007, but our time, our son's time, carpet cleaning in the hallway, storeroom & stairs and the terrible sewer odor again, the cost of running fans and dehumidifier again for weeks, moving heavy furniture was very expensive and a lot of work for senior citizens. It has cost us thousands of dollars and feel that we should be reimbursed. I would like to have the city run a camera into the sewer so we can find out who is causing this problem. We cannot afford to continue doing this every year.
