SUBJECT: Amendment to the Collective Bargaining Agreement between the City of
Dubuque and the International Union of Operating Engineers, Local #758
DATE: September 8, 2008
Personnel Manager Randy Peck is recommending an Amendment to the Collective
Bargaining Agreement between the City of Dubuque and the International Union of
Operating Engineers, Local #758 effective October 1, 2008 through September 30,
2009, for a work week that consists of ten hours per day and four days per week for full-
time Public Safety Dispatchers.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

For several years we have amended Article XXVIII, Hours of Work and Article XXX,
Overtime Pay to provide for a work week that consists of ten hours per day and four
days per week for Full-time Public Safety Dispatchers. The amendments have been for
a one year period. The current amendment will expire on September 30, 2008. I have
prepared a new amendment that would become effective on October 1, 2008 and
continue through September 30, 2009. The requested action~is for the City Council to
approve a motion authorizing you to sign the amendment.

AMENDMENT
TO THE COLLECTIVE BARGAINING AGREEMENT
BETWEEN THE
INTERNATIONAL UNION OF OPERATING ENGINEERS LOCAL #758
AND
THE CITY OF DUBUQUE, IOWA
The parties hereby agree to amend. Article XXVIII, Hours of Work and Article XXX,
Overtime Pay, to provide for a work week that consists of ten hours per day and four
days per week. Article XXX, Overtime Pay is amended to provide for 1.5 time the
regular rate of pay for hours worked over 40 hours per week and 10 hours per day.
Employees will receive eight (8) hours of pay for each casual day and. holiday.
This Amendment applies only to full-time Public Safety Dispatchers and it will be in
effect from October 1, 2008 through September 30, 2009.
