Individuals serving on Boards and Commissions play and important role in advising the Council
on matters of interest to our community and its future.
The City Clerk's Office, City Hall, 50 W. 13t" St., Dubuque, IA accepts application for any Board
and/or Commission at any time, and that application stays active for one year from the date of
receiat in the Clerk's Office.
At the appropriate regularly scheduled council meeting, applications will be submitted to the City
Council for their review and applicants are encouraged to address the Council stating their
reasons for wanting to serve on this particular commission. Applicants will be advised when the
application is being presented. Appointment to the Board or Commission will be made at a later
meeting. Applicants will then be notified as to the outcome of the Council's action. If not
appointed at that time, this application will be resubmitted, as needed, as long as the application

With the City of Dubuque having interest in becoming a green community and
sustainability as one of the top priorities of City Government, I feel that I can bring some
relevant experience, coupled with education to the table. This combination as well as my
personal interest in areas of storm water management, water quality management,
management of bio solids, waste management and other sustainable practices, would
allow me to provide insight into some practices. I also feel this board has a tremendous
opportunity to help the City reach it's goal of a "green "city and a sustainable city. I

Environmental Stewardship Advisory Commission
Sec. 18.5-21. Created; Composition:
There is hereby created an Environmental Stewardship Advisory Commission, which
shall consist of seven (7) members, who shall all be residents of the City, and shall
include a member representing those who will inherit the environment (a person
between the ages of 16 and 20 at time of appointment), and six (6) members who shall
include representation from diverse segments of the City's population. It is desirable to
select some members who may have helpful backgrounds with environmental/biological
science, health care, business/industry, and environmental/civic groups. (Ord. 64-93, §
1, 12-6-1993; Ord. 93-95, § 1, 12-18-1995, eff. 1-1-1996)
Sec. 18.5-22. Application and Appointment Process:
The appointment process to the Commission by the City Council shall include at least
the following:
(1) An application form requesting basic information on the education, training,
experience, expectations and other qualifications of the applicant;
(2) Notice to and an opportunity for the general public to comment in writing on the
qualifications of each applicant; and
(3) A formal interview by the City Council to determine the applicant's qualifications
and ability to effectively serve on the Commission. (Ord. 64-93, § 1, 12-6-1993)
Sec. 18.5-24. Duties:
The duties of the Commission shall be as follows:
(1) To develop, articulate and propose goals, objectives and policies for the
stewardship of the City's environment and its ecological systems for present and
future generations. An initial report to City Council should be completed within a year
and thenceforth periodically. It shall also include sections on the current condition of
the City's natural environments and on the progress being made in achieving the
City's environmental quality goals.
(2) To advise and inform the City Council on environmental stewardship issues,
including the implementation of and compliance with, legislation, regulations and
policies.
(3) To hold public forums on specific issues at the direction of the City Council.
(4) To provide, upon request, to other boards, commissions and City departments
information for environmental educational programs, educational materials, and
environmental volunteer opportunities.
(5) To provide input to the Long-Range Planning Advisory Commission regarding
environmental stewardship issues in the Comprehensive Plan. (Ord. 64-93, § 1, 12-

Chapter 27
Sec. 27-16. Created:
There is hereby created a human rights commission. (1976 Code, ? 21-16)
Sec. 27-17. Composition:
The commission created by this article shall consist of nine (9) members. (1976 Code, ? 21-
17)
Sec. 27-18. Appointment; Terms; Filling of Vacancies:
Human rights commission members shall be appointed by the city council for terms of three (3)
years each and shall serve thereafter until a successor has been appointed. Vacancies shall
be filled for the remainder of the unexpired term. Appointments shall take into consideration
the various racial, religious, cultural and social groups of the city. (1976 Code, ? 21-18)
Sec. 27-19. Officers:
The commission created by this article shall elect from its own membership, at its regular
March meeting, its chairperson and vice chairperson, each to serve a term of one year. The
chairperson shall appoint a secretary, who need not be a member of the commission. The
commission shall fill vacancies among its officers for the remainder of the unexpired term.

Sec. 27-27. Powers and Duties:
The commission created by this article shall have the following powers and duties:
(1) To receive, investigate and finally determine the merits of complaints alleging unfair or
discriminatory practices.
(2) To investigate and study the existence, character, causes and extent of discrimination in
public accommodations, employment, apprenticeship programs, on the job training
programs, vocational schools, other educational institutions and housing in this city and to
attempt the elimination of such discrimination by education and conciliation.
(3) To hold hearings upon any complaint made against a person, an employer, an
employment agency or a labor organization, or the employees or members thereof, to
subpoena witnesses and compel their attendance at such hearings, to administer oaths
and take the testimony of any person under oath and to compel such person, employer,
employment agency or labor organization, or employees or members thereof, to produce
for examination any books and papers relating to any matter involved in such complaint.
The commission shall issue subpoenas for witnesses in the same manner and for the same
purpose on behalf of the respondent upon the respondent's request. Such hearings may be
held by the commission, by any commissioner or by any hearing examiner appointed by the
commission. If a witness either fails or refuses to obey a subpoena issued by the
commission, the commission may petition the district court having jurisdiction for issuance
of a subpoena and the court shall, in a proper case, issue the subpoena. Refusal to obey
such subpoena shall be subject to punishment for contempt.
(4) To issue such publication and reports of investigations and research as in the judgment
of the commission shall promote civil and respectful behavior which shall tend to eliminate
discrimination.
(5) To prepare and transmit to the mayor and city council, from time to time, but not less
often than once each year, reports describing its proceedings, investigations, hearings
conducted and the outcome thereof, decisions rendered and the other work performed by
the commission.
(6) To make recommendations to the city council legislation concerning discrimination.
(7) To cooperate, within the limits of any appropriations made for its operation, with other
agencies or organizations, both public and private, whose purposes are consistent with
those of this chapter, in the planning and conducting of programs designed to eliminate
discrimination or cultural and intergroup tensions.
(8) To adopt, publish, amend and rescind regulations consistent with and necessary for the
enforcement of this chapter.
(9) The commission may delegate any of its functions, duties and powers to its staff
including functions, duties and powers with respect to investigating, conciliating,
determining, certifying, reporting or otherwise acting as to any work, business or matter
under this chapter.
(10) To receive, administer, dispense and account for any restricted funds that may be
voluntarily contributed to the commission and any grants that may be awarded the
commission for furthering the purposes of this chapter. No disbursements will be made of

Library Board of Trustees
Chapter 30
Sec. 30-1. Board of Trustees-Composition:
The Carnegie-Stout free public library of the city shall be under the control and direction of the
board of library trustees. Such board shall consist of seven (7) members who shall be
appointed by the mayor with the approval of the city council. (1976 Code, § 23-1)
Sec. 30-2. Board of Trustees-Eligibility For Membership:
Citizens and residents of the city, male or female, over the age of eighteen (18) years, are
alone eligible for membership on the board mentioned in section 30-1 of this chapter. (1976
Code, § 23-2)
Sec. 30-4. Board of Trustees-Terms Of Members; Filling Of Vacancies:
Each member of the board described in section 30-1 of-this chapter shall hold office for four (4)
years and until such member's successor is appointed and qualified. The term of office of any
member shall commence July 1 in the year in which the member is appointed. Vacancies
occurring on the board through death, resignation or permanent removal from the city shall be
filled by the mayor with the approval of the city council, but such appointments shall be made
to fill out the unexpired term for which the appointment is made. (1976 Code, § 23-4; Ord. 92-
95, § 1, 12-18-1995)
Sec. 30-5. Board of Trustees-Powers And Duties Generally:
(a) The board of library trustees described in section 30-1 of this chapter shall have and
exercise the following powers:
(1) To meet and organize by the election of one of their number as president of the board,
and by the election of a secretary and such other officers as the board may deem
necessary;
(2) To have charge, control and supervision of the public library, its appurtenances and
fixtures, and rooms containing the same, directing and controlling all the affairs of such
library;
(3) To employ a librarian, such assistants and employees as may be necessary for the
proper management of said library, and fix their compensation; but, prior to such
employment, the compensation of such librarian, assistants and employees shall be fixed
for the term of employment by a majority of the members of said board voting in favor
thereof;
(4) To remove such librarian by a vote of two-thirds (2/3) of all of the members of the board
and to provide procedures for the removal of assistants or employees;
(5) To select and make purchases of books, pamphlets, magazines, periodicals, papers,
maps, journals, furniture, fixtures, stationery and supplies for such library;
(6) To authorize the use of such libraries by nonresidents of the city and to fix charges
therefor;
(7) To make and adopt, amend, modify or repeal bylaws, rules and regulations, not
inconsistent with law, for the care, use, government and management of such library and
the business of said board, fixing and enforcing penalties for the violation thereof;
(8) To have exclusive control of the expenditures of all taxes levied for library purposes as
provided by law, and of the expenditure of all monies available by gift or otherwise, for the
erection of library buildings and of all other monies belonging to the library fund;
(9) To contract with the trustees of the township or the board of supervisors of the county or
of adjacent townships or counties, or with the trustees or governing bodies of neighboring
towns or cities not having library facilities for the public, to loan the books of said library,
either singly or in groups, upon such terms as may be agreed upon in such contract.
(b) The board shall keep a record of its proceedings. (1976 Code, § 23-5; Ord. 28-04, § 1, 4-

Sec. 30-6. Board of Trustees-To Have Charge Of Building, Donations:
The library board of trustees shall have charge and control of the Carnegie-Stout free public
library building and all gifts and donations to the city for library purposes, and see that the
same are properly preserved for public use. (1976 Code, § 23-6)
