Application for Lead Paint Education Program Funding
Housing and Community Development Manager David Harris is recommending that the
City apply for a $100,000 - $200,000 grant to enhance the educational aspects of the
current Lead Paint Hazard Reduction Program.
The application requires a $2,381 application fee, which is to become members of the
U.S. Conference of Mayors, the sponsoring organization. Funds are available in the
Housing Department budget.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Re: Application for lead paint education program funding
Introduction
The purpose of this memorandum is to request the City Council's authorization to
submit an application for funds to enhance the work of the current Lead Paint
Hazard Reduction Program administered by the Housing and Community
Development Department.
Discussion
An opportunity to apply to the "Lead Safe... for Kids' Sake" competition has
been presented to our department. This program is a partnership of the United
States Conference of Mayors and DuPont. A total of four awards will be made,
one for $200 000 and three for $100 000.
The application is unusual in its simplicity, consisting only of a one page
applicant information form and a 750 word executive summary. We have
completed this application in anticipation of favorable Council review, as its due
date was 19 April and we were given little notice of this funding opportunity.
Our proposal consists of an extension of our existing HUD-funded Lead Paint
program, through the following activities:
1. teaching cleaning techniques to tenants and property owners
2. conducting "Home Safe Home" group tenant seminars
3. conducting in-home residential environmental surveys in Census Tract
Five, in a partnership using students from area colleges
4. teaching property owners and managers, remodelers and tenants to
maintain and repair properties using lead-safe methods
Fiscal Note
In order to be eligible for award of these funds, however, the City must be a
member organization of the US Conference of Mayors. As Dubuque is not, a
membership fee of $2381 is required to be submitted with the application.
Use of CDBG or our HUD Lead Grant funds is not eligible for this purpose. We
have identified a current surplus balance in the Housing Department's general
fund account for management of vacant-abandoned properties, which could be
transferred for the membership fee. Accordingly, it is proposed that the Council's
authorization for the "Lead Safe... for Kids' Sake' application will include
support for this funds transfer.
The application requires no resolution or signature by the chief executive. If
successful, we would receive this award at the US Conference of Mayors annual
meeting in Madison, in June.

This action requested of the City Council is to authorize submittal of this
application.
