Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant's representative, Patrick Norton, spoke in favor of the request, reviewing
the location of the property and the reason for replatting.
Staff reviewed the staff report, noting that this plat consolidates two parcels into one.
The commission is reviewing the plat of survey as the resulting Lot 1 of Schramm Place
does not have 50 feet of frontage as required by the Unified Development Code. Staff
indicated there will be 25 feet of frontage provided for Lot 1 , the same amount of
frontage that exists today. Access to the property will not change.
There were no public comments.
The Zoning Advisory Commission discussed the request, and fount it appropriate.
Recommendation
By a vote of 5 to 0, with one abstention, the Zoning Advisory Commission recommends
that the City Council approve the request, subject to waiving lot frontage for Lot 1 of
Schramm Place.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Plat of Survey of Lot 1 of Schramm Place consolidates a parcel split
between property owners James and Linda Stark and Scott and Natalie Schramm. The
corporate limits run between the two properties and hence both the County and City of
Dubuque are reviewing this Plat of Survey.
DISCUSSION
The submitted Plat of Survey of Lot 1 of Schramm Place must be reviewed by the
Zoning Advisory Commission as the resulting new Lot 1 of Schramm Place has only 25
feet of lot frontage on the end of Mela Drive. The R-1 Single-Family zoning district
requires a minimum lot frontage of 50 feet.
Both properties have been served by the single shared access to Mela Drive for many
years, and the proposed exchange of property will not adversely impact the existing
situation. No additional building lots are being created through this platting process.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission approve the Plat of
Survey of Lot 1 of Schramm Place subject to waiving the lot frontage requirement for
Lot 1 of Schramm Place.

RESOLUTION APPROVING THE PLAT OF SURVEY OF LOT 1 OF SCHRAMM
PLACE IN THE CITY OF DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Plat of Survey of Lot 1 of Schramm
Place in the City of Dubuque, Iowa; and
Whereas, said Plat of Survey provides 25 feet of frontage for Lot 1 on a public or
approved private street, where 50 feet of street frontage is required by Section 11-14 of
Title 15 of the City of Dubuque Code of Ordinances, Unified Development code; and
Whereas, said Plat of Survey has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said Plat of Survey has been examined by the City Council and they find that
it conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances,
Unified Development Code, is waived to allow 25 feet of frontage on a public street or an
approved private street for Lot 1.
Section 2. That the Plat of Survey is hereby approved and the Mayor and City Clerk are
hereby authorized and directed to endorse the approval of the City of Dubuque, Iowa upon
said Plat of Survey.
