INTRODUCTION
Dubuque Jackson Real Estate LLC is requesting City Council approval for construction
of a surface parking lot at 1100 Jackson Street in the Historic Millwork District (HMD)
Planned Unit Development (PUD) that will be associated with Marriot Towne Place
Suites. The HMD PUD does not allow surface parking lots unless approved by the City
Council.
BACKGROUND
Dubuque Jackson Real Estate LLC is proposing to redevelop the 1100 Block of Jackson
Street. The block is bound by East 12th Street to the north, Washington Street to the
east, East 11th Street to the south and Jackson Street to the west. The site is the
former location of Spahn and Rose's warehouse and storage building.
The redevelopment of the site will involve the demolition of the non-
architectural/historically significant concrete block building and the construction of a
Marriot Towne Place Suites and associated surface parking lot. The proposed surface
lot will be located on the eastern half of the block while the Marriot will be built on the
western half of the block.
On November 17, 2016, the City of Dubuque Historic Preservation Commission
reviewed and approved the design of the Marriott Towne Place Suites and associated
parking lot.
DISCUSSION
Off-street parking is not required as part of the Historic Millwork District PUD. Off-street
parking spaces may be provided in a building as an accessory use, subject to review
and approval under Building, Fire, and other applicable City Codes. If a property
owner chooses to provide surface off-street parking within the District PUD, the City
Council must first approve the request and the following regulations shall apply:
a. Parking lot design shall comply with the Architectural Guidelines for surface
parking lots.

b. All vehicle-related features shall be surfaced with standard or permeable
asphalt, concrete, or pavers.
c. Curbing and proper surface drainage of storm water shall be provided.
d. All parking and loading spaces shall be delineated on the surfacing material
by painted stripes or other permanent means.
e. The size and design of parking spaces shall be governed by applicable
provisions of the Unified Development Code enforced at the time of
development of the lot.
f. The number, size, design, and location of parking spaces designated for
persons with disabilities shall be according to the local, state, or federal
requirements in effect at the time of development.
RECOMMENDATION
Planning Services Staff recommend approval of the request to construct a surface
parking lot at 1100 Jackson Street in accordance with the HMD PUD and other
applicable city regulations.
If approved, a major site plan would be submitted to the Planning Services Department
for compliance with Unified Development Code and the HMD PUD items A-F as listed
above.
ACTION STEP
The requested action step is for the City Council to approve the construction of a
surface parking lot at 1100 Jackson Street subject to the HMD PUD and other
applicable city regulations.
