FY 2002 Annual Action Plan - Amendment 4
Housing and Community Development Director David Harris recommends approval of
Amendment 4 to the City's FY 2002 (Program Year 2001) Annual Action Plan for the
use of CDBG funds. These changes provide for additional funding for the
Neighborhood Support Grants Program and the landscaping project at 2nd and Bluff.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum presents for City Council consideration proposed changes in the
City's Community Development Block Grant (CDBG) FY 2002 Annual Action Plan.
These changes provide for additional funding for the Neighborhood Support Grant
program and the landscaping project at 2nd and Bluff.
NON SUBSTANTIAL AMENDMENT
Leisure Services Gil Spence has been informed that the landscaping project at 2nd and
Bluffwill require funding in addition to the CDBG funding of $5,000 allocated in
October. The project requires payment of Davis Bacon prevailing wages and the lowest
bid on the project is in the amount of $7,379. The Bluff Street Neighborhood
Association has contributed $500 to the project. CDBG funding of $1,879 will be
needed to make the project a reality.
The Neighborhood Grant program has been very successful this year. Additional
funding of $3,000 is being requested to allow implementation of additional requests for
projects being proposed by the neighborhood associations.
The Citizen Participation Plan states a substantial amendment is any change in the
of CDBG funds from one eligible activity to another in excess of $25,000 in one
program year. Since the funds requested are less than $25,000, the proposed
amendment is non-substantial and can be adopted by resolution of the City Council
following review and recommendation of the Community Development Advisory
Commission.

The Community Development Advisory Commission reviewed the request at their
April 11th meeting. There were no public comments in opposition to the request. The
Commission voted to approve the proposed amendment by reducing the contingency
by $4,879 and allocating an additional $1,879 to the landscaping project at 2nd and Bluff
and an additional $3,000 to the Neighborhood Support Grant program. This
amendment would further reduce the contingency to $77,815.
RECOMMENDATION
I recommend that the City Council approve the above-described Amendment 4 to the
City's FY 2002 (Program Year 2001) Annual Action Plan for the use of CDBG funds.
These changes will allow projects to proceed for neighborhood activities.
ACTION STEP
The Action Step is for the City Council to adopt the attached resolution.

RESOLUTION APPROVING AMENDMENT 4 TO TltE FISCAL YEAR
2002 (PROGRAM YEAR 2001) ANNUAL ACTION PLAN FOR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS.
Whereas, the City of Dubuque has prepared and filed with the U.S. Departmem of
Housing and Urban Development an Annual Action Plan for Fiscal Year 2002 (Program Year
2001); and
Whereas, the City has previously amended the FY 2002 Annual Action Plan on October 1,
2001, November 27, 2001 and April 1, 2002; and
Whereas, the City now desires to amend said FY 2002 Annual Action Plan to allocate
funds as per the attached Exhibit A; and
Whereas, said amendmcm is a non-substantial amendment as provided in the City's Citizen
Participation Plan and must therefore be approved by resolution of the City Council after review
by the Community Development Advisory Commission; and
Whereas, the Co~nmnity Development Advisory Commission reviewed the proposed
amendment on April 11, 2002, and has voted to approve said amendment and to recommend
approval by the City Council.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Amendmem 4 to the Fiscal Year 2002 (Program Year 2001) P, nmlal
Action Plan for the Community Developmem Block Crrant Program hereto attached as Exhibit A
is hereby approved.
Section 2. That the City Manager is hereby authorized and directed to submit a copy of
thi~ resolution to the U. S. Department of Housing and Urban Development.
