Van Milligen, City Manager Mississippi River Discovery Center Utility Relocation Project Public Works Director Mike Koch is recommending acceptance of the Mississippi River Discovery Center Utility Relocation Project, as completed by McDermott Excavating, in the final contract amount of $327,031.28, which is an 11.6% decrease from the original contract. Koch, Public Works Director Mississippi River Discovery Center Utility Relocation Project INTRODUCTION The enclosed resolutions provide for the acceptance of the construction contract for the Mississippi River Discovery Center Utility Relocation Project. DISCUSSION As part of the Port of Dubuque development and the America's River Project, it was necessary for the City to relocate underground utilities. Previously, the City's sanitary sewer and water main, in addition to several public utilities including Alliant-lnterstate, MediaCom and Qwest were located within the proposed development footprint of the Mississippi River Discovery Center Museum and Aquadum site. All affected utilities were relocated prior to construction of the River Discovery Center. Phase I has been completed and included the relocation of both City and public utilities within the proposed footprint of the Mississippi River Discovery Center Museum and Aquarium site, and constructing a new utility infrastructure corridor. Phase II is currently under construction and includes the relocation and construction of both City and public utilities, north along Bell Street to service the Hotel-Waterpark and Conference Education Center. The Mississippi River Discovery Center Utility Relocation Project has been completed by McDermott Excavating of Dubuque, Iowa, in the final contract amount of $327,031.28, which is a 11.6% decrease from the original contract in the amount of $369,864.65. RECOMMENDATION I recommend that the City Council accept the improvement and recommend that the final contract amount be established at $327,031.28. BUDGET IMPACT The construction cost for the Mississippi River Discovery Center Utility Relocation Project is as follows: Construction Contract Cost Contingency (15%) Engineering (10%) Estimate Bid Final $417,600.00 $369,864.65 $327,031.28 62,600:00 62,600.00 0 48,000.00 48,000.00 33,557.79 Total Construction Cost $528,200.00 $480,464.65 $360,589.07 The project will be funded from the Fiscal Year 2001 carryover, which included $324,165 for this phase of the Port of Dubuque development utility relocation in addition to $126,880 for parking lot removal and improvements. The remaining budget balance will be applied to the budget for the Phase II utility relocation and extension project. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final contract amount. Prepared by Robert D. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said improvement be and the same is hereby accepted. BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor from the Fiscal Year 2001 Water Construction, Sewer Construction, Cable Television, and General Funds in amount equal to the amount of his contract, less any retained pementage provided for therein. NOW THEREFORE, BE iT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the cost of said improvement is hereby determined to be $360,589.07 and the said amount shall be paid from the Fiscal Year 2001 Water Construction, Sewer Construction, Cable Television, and General Funds of the City of Dubuque, Iowa.
