Michael C. Van Milligen, City Manager
Michael A. Koch, Public Works Director
Mississippi River Discovery Center Utility Relocation Project
INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
Mississippi River Discovery Center Utility Relocation Project.
DISCUSSION
As part of the Port of Dubuque development and the America's River Project, it was
necessary for the City to relocate underground utilities. Previously, the City's sanitary
sewer and water main, in addition to several public utilities including Alliant-lnterstate,
MediaCom and Qwest were located within the proposed development footprint of the
Mississippi River Discovery Center Museum and Aquadum site. All affected utilities were
relocated prior to construction of the River Discovery Center.
Phase I has been completed and included the relocation of both City and public utilities
within the proposed footprint of the Mississippi River Discovery Center Museum and
Aquarium site, and constructing a new utility infrastructure corridor. Phase II is currently
under construction and includes the relocation and construction of both City and public
utilities, north along Bell Street to service the Hotel-Waterpark and Conference Education
Center.
The Mississippi River Discovery Center Utility Relocation Project has been completed by
McDermott Excavating of Dubuque, Iowa, in the final contract amount of $327,031.28,
which is a 11.6% decrease from the original contract in the amount of $369,864.65.
RECOMMENDATION
I recommend that the City Council accept the improvement and recommend that the final
contract amount be established at $327,031.28.
