Planning Services Manager Laura Carstens recommends retention of Jim Jacobsen of
History Pays! as the consultant to conduct the Phase III Architectural/Historic
Survey/Evaluation of Dubuque's oldest commercial, residential and industrial
neighborhoods in and around the central business district, and authorizing staff to
negotiate a contract.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Consultant Selection for Phase III Architectural/Historic
Survey/Evaluation
INTRODUCTION
The purpose of this memo is to recommend the consultant selection for the
Phase III Architectural/Historic Survey/Evaluation, for City Council review and
approval.
DISCUSSION
The Phase III project involves the survey of Dubuque's oldest commercial,
residential and industrial neighborhoods in and around the central business
district.
The City has received a State grant of $18;000 for this project. The City is
responsible for providing a $12,000 match. The $12,000 cash match will come
from the CDBG funds in the Planning Services Department budgeted for a
vacant 0.25 FTE Assistant Planner position and a planning intern which was
recently hired to assist the selected consultant.
A Request for Proposals (RFP) was distributed to 40 consultants, with an
estimated project budget of $30,000. Three consultants responded to the RFP,
indicating their firm's interest but an inability to fit the project into their current
workloads. The one proposal that we received was from Jim Jacobsen of
History Pays! Mr. Jacobsen was the previous consultant for the Phase I and
Phase II surveys, and the community-wide assessment.
RECOMMENDATION
The Planning Services staff recommends that the City Council approve the
retention of Jim Jacobsen of History Pays[ as the consultant to conduct the
Phase III survey of Dubuque's oldest commercial, residential and industrial
neighborhoods in and around the central business district. Mr. Jacobsen is well
qualified with many years of experience in surveying historic properties. He has
completed the Phase I and Phase II surveys for the City of Dubuque, and is
familiar with Dubuque's history and architecture. Finally, Mr. Jacobsen's
proposed fee of $28,000 is with in the project budget.
ACTION STEP
The requested action is for the City Council to adopt the enclosed resolution
selecting Jim Jacobsen of History Pays! as the consultant for this project, and
authorizing staff to negotiate a contract.

RESOLUTION NO. 234-02
RESOLUTION APPROVING A CONTRACT FOR PHASE Ill ARCHITECTURAL/
HISTORIC SURVERY/EVALUATION
Whereas, the State Historical Society of IOwa has awarded the City of Dubuque a
Certified Local Government (CLG) grant to conduct a Phase III Architectural/Historic
Survey/Evaluation of Dubuque's oldest commercial, residential and industrial neighborhoods
in and around the central business district; and
Whereas, the City Council has budgeted funds to conduct a Phase Iii Architectural/
Historic Survey/Evaluation; and
Whereas, the City Council has determined that this project should be completed
concurrently and with assistance from a qualified consultant.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council does hereby award the contract for the Phase Ill
Amhitectural/Historic Survey/Evaluation to Jim Jacobsen of History Pays! of Des Moines,
Iowa.
Section 2. That the Planning Services Manager is hereby authorized to negotiate a
contract with History Pays! for this project in an amount not to exceed $28,000.00.
