Introduction
This memorandum transmits the follow-up information requested for two statistics in the Source
of Income Committee report presented at the City Council work session on November 28, 2016.
Both statistics were part of the PowerPoint presentation to the City Council.
Discussion
In December, 2014, the City Council formed a Source of Income Committee to conduct a two-
year study and then report their findings and options. At the work session, the Source of Income
Committee transmitted a report on their two-year study with six preliminary recommendations.
Follow-up clarification was requested for two statistics presented at the work session. An
explanation is provided below each, and materials are enclosed.
Statistic #1. Attachment A is a copy of the spreadsheet the Housing & Community
Development staff used to determine this statistic:
A point in time analysis by the Housing Department in 2015 indicated that approximately
17% (242) of 1,439 housing providers in the community were accepting Housing Choice
Vouchers at the time.
The 17% represents the number of landlords participating at a point in time -- March 16, 2015.
At that time, there were 242 landlords participating in the Section 8 program. There were 1,439
licensed landlords (this is an unduplicated count kept by the Housing & Community
Development staff). This statistic was collected as an informational item for the Source of
Income Committee and the community dialogues.
Calculation formula: 242 / 1,439 = 16.817 (rounded to 17%).
Statistic #2. Attachment B is a copy of Handout 1 found in Appendix B of the Source of Income
Community Dialogues Report. These charts were developed to inform the Source of Income
Committee and the community dialogues. The third chart describing the number of households
meeting the Housing Choice Voucher income limits and experiencing additional housing
problems and its explanatory text were included in the November 281" Source of Income
presentation as follows, with inaccurate calculations shown in red text:
The chart on the right shows the housing quality problems experienced by 244(9%)
renters whose incomes are 50% HUD Area Median Family Income or less. In Dubuque,
there are:

severely overcrowded, defined

Attachment C is a copy of the table the Housing & Community Development staff used to
determine this calculation, with the data highlighted in yellow. It is one of the Housing Needs
Summary Tables in the City's adopted FY2016-2020 Consolidated Plan, found on pages 36-37.
The chart below uses the data in Attachment C to show how the statistic above was calculated.

There were two inaccurate calculations made in presenting this statistic at the work session.
The 244 renters represent 8% (not 9%) of the 2,939 total renters in Dubuque whose incomes
are at or below 50% HAMFI. The 175 renters in this income range who live in rental units that
lack complete plumbing or kitchen facilities represent 72% (not 71%) of those 244 renters.
The data source for this Housing Needs Summary Table found in the City's Consolidated Plan
is the 2007-2011 "CHAS" data (Comprehensive Housing Affordability Strategy).

What is the Consolidated Plan?
The U.S. Department of Housing and Urban Development (HUD) requires communities who
receive Community Development Block Grant (CDBG) funds to complete a five-year
Consolidated Plan that identifies general areas of need in the community and how to address
them, particularly in the areas of housing, economic opportunity, and community development.
The Housing and Community Development Department is responsible for the development and
administration of the Consolidated Plan. The Community Development Advisory Commission
uses it for the planning, implementation, review, and assessment of the CDBG program. The
plan is available on the City website at http://www.cityofdubugue.org/831/Consolidated-Plan.
What is "CHAS" data?
Each year, HUD receives custom tabulations of American Community Survey (ACS) data from
the U.S. Census Bureau. These data, known as the "CHAS" data (Comprehensive Housing
Affordability Strategy), demonstrate the extent of housing problems and housing needs,
particularly for low income households. The CHAS data are used by local governments to plan
how to spend HUD funds. More information can be found on the HUD User website at

Requested Action
The requested action is to provide this follow-up clarification to the November 28, 2016 Source
of Income work session to the City Council as requested.

AMFI =Area Median Family Income
One of the requirements to be eligible for a Housing Choice Voucher is that the family's income must be
50%of the AM FI or less.
The first column in this chart shows that there are 3,465 families in our community earning between 31-
50%of AMFI (orange band) and 2,585 earning less than 30%AFMI (blue band), or a total of 6,050
families.
The second column shows that there are 610 units affordable for those earning less than 30%AMFI
(blue band) and 4,450 units affordable for those earning between 31-50%AFMI (orange band). Of
course, those earning 30-50%AMFI may also choose to live in the 610 lower cost units. If our goal is to
keep families in affordable housing(meaning housing that does not exceed 30%of their income), then
there is a shortage of 1,975 units for the very lowest earning households in Dubuque.
