Van Milligen, City Mana er FROM: Gus Psihoyos, City Engineer SUBJECT: Brunskill Road Bridge Reconstruction Project Iowa DOT Project No. BROS-2100 (659)--8J-31 DATE: February 2, 2017 INTRODUCTION The enclosed resolution provides for the acceptance of the public improvement construction contract for the Brunskill Road Bridge Reconstruction Project, Iowa DOT Project No. BROS-2100 (659)-8J-31. BACKGROUND The Brunskill Road Bridge (FHWA No. 502740) is located over the North Fork Catfish Creek and was originally built in the 1900's. Due to the age of the structure and prior load restriction, together with the substandard roadway and bridge geometry, the bridge required complete reconstruction. In September, 2009, the City requested that the Iowa Department of Transportation (Iowa DOT) place the Brunskill Road Bridge on the City Bridge Candidate List for FY2011 Bridge Replacement Program funding. In November, 2009, the City received notification from the Iowa DOT that the Brunskill Road Bridge was eligible to receive federal funding for replacement. The federal bridge replacement program provides 80% funding of the eligible participating costs or $1,000,000.00 whichever is less and the City will be responsible for the remainder of the funding. The completed replacement Brunskill Road Bridge is a 110'-0” x 30'-6" cast-in-place concrete slab (CCS) bridge with an 8-foot separated pedestrian sidewalk on the north side of the bridge. The bridge has protective barrier rails on each side which is very similar to those on the B-Branch bridge crossings. The new bridge and both approach roadways on each side have been designed to accommodate a 30-mph design speed, the posted speed limit will remain at 25 mph. DISCUSSION The Brunskill Road Bridge Reconstruction Project was completed by Taylor Construction, Inc. of New Vienna, Iowa, in the final contract amount of $805,526.74 which is a 1.7 % increase from the original contract amount of$791,970.65. RECOMMENDATION I recommend that the City Council accept the public improvements and authorize the payment of the contract amount of $805,526.74 to Taylor Construction, Inc., for the Brunskill Road Bridge Reconstruction Project. The portion of the eligible construction costs reimbursed by federal aid funds shall be limited to a maximum of 80% of eligible participating costs or 655,657.99. All other costs, such as preliminary engineering (PE), Final Engineering (FE), and construction engineering (CE) will be funded solely with City funding. ACTION TO BE TAKEN I recommend that the City Council adopt the attached resolution to accept the public improvements and to authorize payment of the final contract amount of $805,526.74 to Taylor Construction, Inc., for the Brunskill Road Bridge Reconstruction Project, Iowa DOT Project No. BROS-2100 (659)-8J-31. BROS-2100 (659)-8J-31, AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the Brunskill Road Bridge Reconstruction Project, Iowa DOT Project No. BROS-2100 (659)-8J-31 (the Project) has been completed by the Contractor, Taylor Construction, Inc. (Contractor), the City Engineer has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $805,526.74; WHEREAS, the Contractor has previously been paid $784,918.20, leaving a balance of $20,608.54; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $20,608.54 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
