Budget Director Jennifer Larson recommends that a public hearing be set for February
20, 2017, on the proposition of selling not to exceed $21,400,000 in General Obligation
Bonds, the proceeds of which will be used to pay costs for ambulance replacement, and
refund previously issued general obligation bonds that are callable to provide a savings
in interest cost of an estimated $1.2 million.
Although the City is selling General Obligation Bonds to support the projects,
repayments of the debt will be local option sales tax. The refunding debt is repaid by
debt service levy, solid waste collection fees, road use tax, stormwater user fees,
sanitary sewer user fees, Dubuque Industrial Center tax increment revenue, and
Greater Downtown tax increment revenue.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend the setting of a public hearing on
the proposal to issue General Obligation Bonds, the proceeds of which will be used for
general corporate purposes of the City for projects in the City budget previously
approved by the City Council.
DISCUSSION
Of the bond amount:
• $245,000 is intended to provide funds to pay costs of ambulance replacement
with repayment from local option sales tax.
• $20,495,000 is intended to provide funds to refund previously issued bond series
that are now callable to realize interest savings of$1,172,618. The refunding
includes General Obligation Bond Series 2009A $2,025,000; 2009B $7,830,000;
Series 2009C $3,325,000; Series 2010A $3,100,000; Series 2010B $2,100,000;
and Series 2010C $2,115,000.
• $224,550 is intended to provide funds for bond issuance costs and
• $435,450 to be a contingency for fluctuations in the bond market for interest
rates, bond issuance costs and change in project costs.
Although the City is selling General Obligation Bonds to support the projects,
repayments of the debt will be local option sales tax. The refunding debt is repaid by
debt service levy, solid waste collection fees, road use tax, stormwater user fees,
sanitary sewer user fees, Dubuque Industrial Center tax increment revenue, and
Greater Downtown tax increment revenue.
The borrowing is subject to the "reverse referendum" procedures, under which petitions
may be filed prior to the hearing asking that the bond proposal be submitted to an
election. To qualify, a petition must be signed by eligible electors equal to at least ten
percent of the number who voted at the last regular municipal election (but not less than
ten persons).
RECOMMENDATION
I respectfully recommend the adoption of the enclosed resolutions fixing the date of
February 20, 2017 for a public hearing on the proposition of selling not to exceed
$21 ,400,000 General Obligation Bonds and providing publication of notice.

Dear Jenny:
We have now prepared and are enclosing herewith suggested proceedings to be acted
upon by the Council setting the hearings on the issuance of the bonds, pursuant to the provisions
of Code Sections 384.25 and 403.12. A separate set of procedure has been prepared for each
type of issue.
As to the essential corporate purpose portion of the general obligation issue, at the
time of hearing the Council shall receive oral or written objections from any resident or property
owner to the proposed action to issue the bonds. After all objections have been received and
considered, the Council is required, at that meeting or at any adjournment thereof, to take
additional action for the issuance of the bonds or to abandon the proposal to issue the bonds.
The Council is required by statute to adopt the resolution instituting proceedings to issue
the bonds at the hearing or an adjournment thereof.
Publication Requirement-Notice of Hearing(ECP).
Notice of this meeting must be published at least once in a legal newspaper,`printed
wholly in the English language, published at least once weekly, and having general circulation in
the City. The date of publication is to be not less than four clear days nor more than twenty days
before the date of the public meeting on the issuance of the bonds. In computing time,the date
of publication should be excluded. If the last day falls on Sunday, the whole of the following
Monday should be excluded. [See Section ICS 4.1(34).]

WHEREAS, it is deemed necessary and advisable that the City of Dubuque, State of
Iowa, should issue General Obligation Bonds, to the amount of not to exceed $8,950,000, as
authorized by Section 384.25, of the Code of Iowa, for the purpose of providing funds to pay
costs of carrying out essential corporate purpose projects as hereinafter described; and
WHEREAS, before the Bonds may be issued, it is necessary to comply with the
provisions of the Code, and to publish a notice of the proposal to issue such bonds and of the
time and place of the meeting at which the Council proposes to take action for the issuance of the
Bonds and to receive oral and/or written objections from any resident or property owner of the
City to such action.

Section 2. To the extent any of the projects or activities described in this resolution may
be reasonably construed to be included in more than one classification under Division III of
Chapter 384 of the Code of Iowa, the Council hereby elects the "essential corporate purpose"
classification and procedure with respect to each such project or activity, pursuant to Section
384.28 of the Code of Iowa.
Section 3. That the Clerk is hereby directed to cause at least one publication to be made

PROPOSITION OF THE ISSUANCE OF NOT TO EXCEED
$10,250,000 GENERAL OBLIGATION URBAN RENEWAL
REFUNDING BONDS, SERIES 2017B OF THE CITY OF
DUBUQUE, STATE OF IOWA (FOR AN ESSENTIAL
CORPORATE PURPOSE), AND PROVIDING FOR
PUBLICATION OF NOTICE THEREOF
WHEREAS, by Resolution this Council found and determined that certain areas located
within the City are eligible and should be designated as an urban renewal area under Iowa law,
and approved and adopted the Greater Downtown Urban Renewal Plan (the "Plan") as amended
for the Greater Downtown Urban Renewal Plan Area (the "Area" or "Urban Renewal Area"),
which Plan is on file in the office of the Recorder of Dubuque County, Iowa; and
WHEREAS, it is deemed necessary and advisable that the City of Dubuque, State of
Iowa, should issue General Obligation Urban Renewal Refunding Bonds, to the amount of not to
exceed $10,250,000, as authorized by Sections 384.25 and 403.12, of the Code of Iowa, for the
purpose of providing funds to pay costs of carrying out an essential corporate purpose projects as
hereinafter described; and
WHEREAS, before bonds may be issued, it is necessary to comply with the procedural
requirements of Chapters 384 and 403 of the Code of Iowa, and to publish a notice of the
proposal to issue such bonds and the right to petition for an election.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, STATE OF IOWA:
Section 1. That this Council meet in the Historic Federal Building, 350 West 6th Street,
Dubuque, Iowa, at 6.0 0 p .M., on the 20th day of February, 2017, for the purpose of
taking action on the matter of the issuance of not to exceed $10,250,000 General Obligation
Urban Renewal Refunding Bonds, Series 2017B, for an essential corporate purpose, the proceeds
of which bonds will be used to provide funds to pay the costs of the settlement, adjustment,
renewing, or extension of any part or all of the legal indebtedness of a city, whether evidenced
by bonds, warrants, or judgments, or the funding or refunding of the same, whether or not such
indebtedness was created for a purpose for which general obligation bonds might have been
issued in the original instance, including General Obligation Urban Renewal Bonds, Taxable
Series 2009B (BAB) and General Obligation Urban Renewal Bonds, Series 2010C.
Section 2. To the extent any of the projects or activities described in this resolution may
be reasonably construed to be included in more than one classification under Division III of
Chapter 384 of the Code of Iowa, the Council hereby elects the "essential corporate purpose"
classification and procedure with respect to each such project or activity, pursuant to Section
384.28 of the Code of Iowa.
Section 3. That the Clerk is hereby directed to cause at least one publication to be made
of a notice of the meeting, in a legal newspaper, printed wholly in the English language,
published at least once weekly, and having general circulation in the City. The publication to be
not less than ten clear days nor more than twenty days before the date of the public meeting on
the issuance of the Bonds.
Section 4. The notice of the proposed action to issue bonds shall be in substantially the
following form:

RESOLUTION FIXING DATE FOR A MEETING ON THE
PROPOSITION OF THE ISSUANCE OF NOT TO EXCEED
$2,200,000 TAXABLE GENERAL OBLIGATION URBAN
RENEWAL REFUNDING BONDS, SERIES 2017C OF THE
CITY OF DUBUQUE, STATE OF IOWA (FOR AN ESSENTIAL
CORPORATE PURPOSE), AND PROVIDING FOR
PUBLICATION OF NOTICE THEREOF
WHEREAS, by Resolution this Council found and determined that certain areas located
within the City are eligible and should be designated as an urban renewal area under Iowa law,
and approved and adopted the Greater Downtown Urban Renewal Plan (the "Plan") as amended
for the Greater Downtown Urban Renewal Plan Area (the "Area" or "Urban Renewal Area"),
which Plan is on file in the office of the Recorder of Dubuque County, Iowa; and
WHEREAS, it is deemed necessary and advisable that the City of Dubuque, State of
Iowa, should issue Taxable General Obligation Urban Renewal Refunding Bonds, to the amount
of not to exceed $2,200,000, as authorized by Sections 384.25 and 403.12, of the Code of Iowa,
for the purpose of providing funds to pay costs of carrying out essential corporate purpose
project as hereinafter described; and
WHEREAS, before bonds may be issued, it is necessary to comply with the procedural
requirements of Chapters 384 and 403 of the Code of Iowa, and to publish a notice of the
proposal to issue such bonds and the right to petition for an election.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, STATE OF IOWA:
Section 1. That this Council meet in the Historic Federal Building, 350 West 6th Street,
Dubuque, Iowa, at 6 : 0 0 P .M., on the 20th day of February, 2017, for the purpose of
taking action on the matter of the issuance of not to exceed $2,200,000 Taxable General
Obligation Urban Renewal Refunding Bonds, Series 2017C, for an essential corporate purpose,
the proceeds of which bonds will be used to provide funds to pay the costs of the settlement,
adjustment, renewing, or extension ofany part or all of the legal indebtedness of a city, whether
evidenced by bonds, warrants, or judgments, or the funding or refunding of the same, whether or
not such indebtedness was created for a purpose for which general obligation bonds might have
been issued in the original instance, including Taxable General Obligation Urban Renewal
Bonds, Series 2010B.
Section 2. To the extent any of the projects or activities described in this resolution may
be reasonably construed to be included in more than one classification under Division III of
Chapter 384 of the Code of Iowa, the Council hereby elects the "essential corporate purpose"
classification and procedure with respect to each such project or activity, pursuant to Section
384.28 of the Code of Iowa.
Section 3. That the Clerk is hereby directed to cause at least one publication to be made
of a notice of the meeting, in a legal newspaper, printed wholly in the English language,
published at least once weekly, and having general circulation in the City. The publication to be
not less than ten clear days nor more than twenty days before the date of the public meeting on
the issuance of the Bonds.
Section 4. The notice of the proposed action to issue bonds shall be in substantially the
