SUBJECT: Iowa Governor's Traffic Safety Bureau Grant Opportunity
The Iowa Governor's Traffic Safety Bureau (GTSB) is offering a new grant opportunity
through a special program to local law enforcement agencies for overtime
compensation for officers to work special enforcement projects designed to combat
alcohol-related traffic violations and accidents; to purchase in-car video cameras; and to
purchase alcosensors for field-testing breath samples.
Chief of Police Kim Wadding is recommending submission of the Iowa Governor's
Traffic Safety Bureau grant n the total amount of $19,640.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION:
The Iowa Governor's Traffic Safety Bureau (GTSB) is offering a new grant money
opportunity through a special program to local law enforcement agencies for the
following purposes: overtime compensation for officers to work special enforcement
projects designed to combat alcohol-related traffic violations and accidents; to purchase
in-car video cameras; and to purchase alcosensors for field-testing breath samples.
The final grant submission requires Council approval, and the Mayor's signature.
BACKGROUND:
The grant covers three months, from July 1, 2002 through September 30, 2002. The
application was due and was submitted Friday May 10, 2002, with a cover letter stating
the original contract, bearing the required signatures, would be sent after the May 20,
2002 meeting of the Dubuque City Council, provided that they approve the request.
The grant is a reimbursement program, and does not require a local match. The GTSB
may fund our request in full, in part, or not at all.
DISCUSSION:
We have requested the following: $11,190 overtime funds
$ 8,000 two in-car video cameras
$ 450 one alcosensor
Total $19, 640
At present we have one in-car video camera; the grant would bring that number to
three. The alcosensor would serve as a replacement/spare, and be used during special
events and unmarked patrols. The overtime money would fund two enforcement
projects per weekend for the thirteen weeks that the grant includes. We would use the
funds to field four officers for four hours apiece on each of the twenty-six enforcement
dates. We currently are paying all such enforcement efforts from our own budget.
ACTION REQUESTED:
I request that this Section 164 Contract be placed on the Consent Agenda for the
Council's meeting on May 20, 2002, and that it be approved and signed by the Mayor.
