It was moved by Harjehausen, seconded by Blocklinger, to approve the
minutes of the March 12, meeting. The motion passed unanimously.
Leisure Services Manager Gil Spence explained that the Management
Agreement between Pat Felderman and the City was the same as in the past..
Under the agreement, Felderman is paid $2.00 per camping unit paid per day,
$3:00 per camping unit if she cleans the rest room facility. The agreement has
worked out well for both parties.
It was moved by Daykin, seconded by Hadehausen, Lo approve the
Mana,qement A.qreement between the City of Dubuque and Pat Felderman for
Miller-Riverview Park Campground. The motion passed unanimously

Two representatives from the Boy Scouts were present at the meeting to
request that the entrance fee to Eagle Point Park be waived for all persons
holding tickets to their pancake breakfast on Mother's Day. In return, the
scouts did a service project at Eagle Point Park on Saturday, April 4th. They
had a record 25 scouts working four hours.
It was moved by Daykin, seconded by Blocklinqer, t_go waive the entrance fee to
Ea,qle Point Park on Mother's Day, May 12th, for anyone attendin¢l the Boy
Scout pancake breakfast. The motion passed unanimously.
Leisure Services Manager Gil Spence explained that in the past prize
certificates for the pro shop always expired at-the end of the golf season so the
golf pro could close books for the season. Since the City now has control, we
just need to have the credit used before the fiscal year ends.

The motion passed unanimously.
Recreation Division Manager Pat Prevenas talked to Mark at CFM
Environmental to get information on the smoke eaters that were discussed at a
previous meeting. If you put the smoke eaters in the old snack bar area, Mark
recommended two units, which would circulate air every eight minutes. If you
put them in the new area, you would need two or three units and air would be
circulated every eight to fourteen minutes.

The units are 40" x 25~ x 14" high and cost $980 each installed, mounted on
the ceiling. Staff recommends trying two units in the old snack bar section first
because that would be the smokier section.
Gary Latham, present at the meeting, felt if you spent $50 on no smoking
signs, the problem would be gone; $4,500 is a lot of money to spend on smoke
eaters. Manager Spence said we could designate a certain area as non
smoking. Commissioner Daykin asked what percentage of golfers smoked?
Commissioner Duggan said probably 45% on his Tuesday night league.
Commissioner Schrobilgen asked if we could get a fan that would pull the
smoke out.
Another gentleman attending the meeting asked why we don't use the porch
for smokers. Seventy-five percent of the golfers are non-smokers - why do we
lean toward the minority? Why don't we worry about what is best for the
majority?
Commissioner Harjehausen asked about designating a non smoking area, but
Manager Prevenas suggested installing two units and see how well they work
before we designate a non smoking area.
It was moved by Hadehausen, seconded by Blocklinqer, to purchase two
smoke eaters and place in the old snack bar area to see how they work. The
motion passed 6-1, with Blocklin.qer, Du.q.qan, Hoffmann, Lyness, Hariehausen
and Schrobil,qen votin~ yes; Daykin votinq no.

Discussion was held on cigars and how the cigar smoke is much worse than
cigarettes. Would it help the smoke situ~tier~--','4-~the-s~-ack bar if cigars were
banned, or at least not sold by us at the bar?.
It was moved by Schrobil,qen, seconded by Daykin, to ban the sale of cigars in
the Bunker Hill Golf Course snack bar. The motion passed 6-1, with
Blocklin.qer, Daykin, Hoffmann, Lyness, Hadehausen and Schrobilqen votin,q
yes; Due.~an voting no.
pARK DIVISION
REPORT:
Park Division Manager John Hail updated commissioners:
I, the greenhouse is coming along fine; flowers should be in full bloom in May.
1, park cleanup is going well - there are numerous groups doing service
projects in the parks. ~ the mild winter has helped us; we should be in good
shape for opening day on Saturday, May 4th

DIVISION
REPORT:
Recreation Division Manager Pat Prevenas informed commissioners:
~ second half of the Alumni Tournament was held over the weekend;, total of
50 teams this year, last year 52; Telegraph Herald gave us good press
Coverage. ~ disc golf course is open at Veterans' Memorial Park - baskets are
in place and people have been using the course already; we just need the tee
signs - Noon Optimist has committed to donating $1,800 for signage.
~ Bunker Hill Golf Course opened March 1st - 550 rounds in March;
~ summer brochures were distributed at City Expo and mailed to the public
elementary schools; parochial schools were delivered to Holy Family Schools
administrative offices. ~ water playgrounds are on schedule, play systems
should be installed in a couple weeks; May 25th is the grand opening.
OTHER
BUSINESS:
open house for new Comiskey Center is June 1st
Commissioner Hoffmann asked to have the May meeting at the greenhouse
