The meeting was called to order at 6:00 P.M. by Jack Papin, and announced that it was
being conducted in accordance with Iowa Open Meetings Law. Order of business was as
follows:
Minutes of last meeting were read and motion made by Dan Harris to accept as
read, seconded by Stan Gonner, approved by all members present.
The Board discussed the practical test and agreed to retain it as part of the City's
requirement for a plumbing license.
The Board voiced their opinion that another "plumbing" inspector was needed. We
had two, and now are trying to operate on one.
The Board voiced their opinion that Brian Martins from the plumbing union and City
staff (Rich) should contact the right people in other cities to see if a reciprocal
agreement between qualified master and journeyman plumbers can be established.
Harlan Willenborg made a motion to accept other master and journeyman plumber's
I~censes of cities that reciprocate with Dubuque upon written agreement. Applicants
from other jurisdictions which do not have a written agreement with Dubuque must
fill out the normal application for plumber. The person must have received a
plumbing license through an approved or qualified p~ogram. The plumbing board
will review the application for acceptance or denial. Stan Gonner seconded motion.
Vote was unanimous in favor of motion.
Jack Papin made a motion to accept the 2000 Uniform Plumbing Code, seconded
by Dan Harris. Vote was unanimous in favor of motion.

Jack Papin made a motion to delete the use of autovents in the IRC except where
allowed by the Building Department in special cases. Seconded by Stan Gonner.
Vote was unanimous in favor of motion.
Erin Efferdno gave a demo on PEX piping. The Board did not seem to have any
problems with using per 2000 UPC guidelines.
The Board agreed to reinstate plumbers with expired City licenses if they pay the
fee required.
The Board agreed to hold special practical tests to provide licensed people to
complete upcoming projects in Dubuque. The Board suggested that all local
qualified applicants submit the required documents to City Hall for the next practical
test. Any additional number of plumbers needed can be supplied from applicants
outside of the City. As soon as the applications are complete, the tests will be
scheduled as time permits.
Practical tests were corrected. Ted Reisen passed and will be awarded a
journeyman plumbers license, No. PJ-237. The other applicants, Brad A'Heam,
Ryan Naab, and Keith Branham, failed the practical test.
Motion to adjourn was made by Hadan Willenborg, seconded by Jack Papin.
