Introduction
This memorandum transmits the 2016 Certified Local Government (CLG) Annual Report
for the City Council's review. Supporting documents referenced in the report have been
provided to City Council throughout the 2016 calendar year and therefore are not
provided in this transmittal.
Background
The CLG annual report is a form submitted by all Iowa CI-Gs to the State Historical
Society of Iowa (SHSI). Under the CLG agreement with the State, the Historic
Preservation Commission is responsible for submitting an annual report that
summarizes the City of Dubuque's historic preservation work and accomplishments.
Discussion
City Planning Services Staff and Historic Preservation Commissioners provided
numerous trainings throughout the region, which speaks highly of the City of Dubuque's
commitment to preservation and sustainability. Staff and Commission have peaked its
education/training hours, which has refreshed and diversified knowledge of the field and
program.
Recommendation
The report is submitted for the City Council to review and authorize the Mayor to sign.
Please have the Mayor sign and date page seven (7) of the report. No additional action
is required. Planning Services Staff will forward the signed copy of the 2016 CLG
Annual Report and supporting documents to the SHSI.

2. How many National Register of Historic Places (NRNP) properties in your City,
County, or LUD were altered, moved, or demolished in 2016? Please identify the
property (historic name and address) and the action
The detached garage at the Adora Sheffert House, 1208Jackson Street within the Washington Residential
Historic District was demolished.
The Old Jail Building of 36 East 8`^Street added on electronic message sign, utilizing/incorporating the jail
door, currently used.
The David F. and Margaret E. Ede House,490 Alpine Street replaced an existing window with a Full-Lite
door and cedar and composite material deck.
The Steven Hempstead House,1005 Locust Street replaced bi fold doors to the second story balcony with
weather-proof wooden French door with true divided lights in the some 5 and 2 pattern.
At the Dot Hodder House, 1358 Locust Street,the rear dormer was removed, and a stairwell tower and
walk-out deck were constructed on the rear of the building.

designated historic landmarks and/or historic districts?
The City of Dubuque did not add any additional properties on its list of locally designated
historic landmarks and/or historic districts.

Managing, Protecting, and Preserving Historic Properties

5. Did your city, county, LUD or its historic preservation commission undertake any of the
following activities in 2016? Please think broadly about this question and include any
activity (small or large)that facilitated historic preservation in your community. This is
your opportunity to boast about your accomplishments and get credit for the great
work you do! (use additional pages if needed)
a. Historic preservation planning. Examples include the development or revision of
an preservation plan, development of a work plan for your commission, etc. (use
additional pages if needed)
The Historic Preservation Commission continued their work on the annual work
plan. All goals in the work plan have been accomplished, with the exception of a
Historic Preservation Economic Impact Study specific to the City of Dubuque.
Results of the Economic Impact Study will be used to inform a preservation
planning process in the future. Commissioners and Staff are in the process of
developing partnerships and researching grants which might assist with the
study.
b. Provided technical assistance on historic preservation issues or projects.
Examples include working with individual property owners, business owners,
institutions to identify appropriate treatments and find appropriate materials,
research advice, etc. Please be specific (use additional pages if needed)
The Commission and Planning Staff provided technical assistance to property
owners and developers on issues including funding sources, NPS Preservation
Briefs, Secretary of the Interior's Standards for the Treatment of Historic
Properties, and the City's Architectural Guidelines. Building Services Manager
Todd Carr consulted with property owners and developers regarding the City of
Dubuque Historic Building Code.
Also, the commission hosted an Historic Tax Credits Workshop on May 24, 2016.
"Historic Tax Credits:How they work and How to get them,"with guest speaker
Steve Wilke Shapiro. The workshop provided homeowners, preservation
professionals and historic enthusiasts with essential information and 'first-steps"
to obtaining and pertinent requirements for Historic Tax Credits.

c. Sponsored public educational programming in historic preservation. Examples
include training sessions offered to the public, walking tours, open houses,
lectures, Preservation Month activities, etc. (use additional pages if needed)
1. On April 111h—16th the City of Dubuque partnered with Dubuque Main
Street the Dubuque Community School District, and local businesses and
organizations to host the annual "Architectural Days Program". The
week-long event offers professional speakers, presentations and tours
designed to engage and inform the public on architecture and historic
preservation issues. City of Dubuque Historic Preservation Commissioners
and Staff assisted with programming and attended events.
2. Eight(8) Ken Kringle Historic Preservation Awards were presented at a
special ceremony held Tuesday April 12, 2016 at 6:00 p.m. at the
Heartland Operation Center. Immediately following the ceremony, a
panel discussion was held with three integral people involved in
prominent restoration projects in the Dubuque Community,John Butler,
Cottingham & Butler, 800 Main Street;John Gronen, Gronen Properties
and Restoration; and Jefferey Morton of Jefferey Morton Associates. The
panel was moderated by Duane Hagerty, CEO of Heritage Works
Dubuque, an organization dedicated to leveraging architectural heritage
to drive community revitalization and economic development.
3. On May 24, 2016, the City of Dubuque Historic Preservation Commission
hosted, "Historic Tax Credits: How they work and How to get them,"with
guest speaker Steve Wilke Shapiro. The workshop provided homeowners,
professional and historic enthusiasts with essential information and 'first-
steps"to obtaining Historic Tax Credits. The workshop was held at Inspire
Cafe, within the Caradco Building, which utilized Historic Tax Credits and
maintains its architectural integrity. This building is also within the
Historic Millwork District in Downtown Dubuque, IA.
4. Staff member Laura Carstens made a presentation, "Old is New Again:
Downton Rising"to the Blackhawk Hills Regional Council on June 6, 2016
in Galena, Illinois. This presentation was sponsored by the Blackhawk
Hills Regional Council and Northwest Illinois Regional Planning
Commission.
5. August 3, 2016, Staff member Laura Carstens teamed up with Dubuque
Main Street Executive Director Dan LoBianco presenting, "Building Strong
Public/Private Partnership at the Iowa Downtown Summit in Mason City,
Iowa.

6. On Monday September 26, 2016 Planning Services Staff Members Laura
Carstens and Wally Wernimont traveled to Waterloo, IA to meet with the
Historic Preservation Commission of Waterloo, Friends of Waterloo
Preservation and a City Council Member. Staff had a session on
Dubuque's Historic Preservation Program,financing rehabilitation,

funding for program options (government funding, etc.), and
Architectural and historic surveys and evaluations.

preservation commission has encountered or accomplished this year?

The Historic Preservation Commission is particularly proud of the Historic Tax Credits
Workshop held on May 24th, 2016. The event boasted over one hundred attendees and
received glowing reviews by all sectors of the community. The efforts given by
Commissioners and Staff to make this a success was astonishing and it paid off.
The commission and administrative staff have participated in numerous educational
opportunities, as aforementioned, positively reflected in the decisions and activities
throughout the year. Another success included presenting the City of Dubuque Historic
Preservation model to the City of Waterloo,for guidance in developing a new
preservation program.

Experience:
I have a BA in history and government from the University of Texas at Austin. I am a life-long
learner and am fascinated by the history of Dubuque and its lovely architecture. We live in the
Albert&Ella Hartig House. The Hartigs built this beautiful home in 1906. Jim and Jo Edwards
lived here for many years were recognized for excellence in their historic preservation of the
home by the Dubuque County Historical Society in 2007. Every day I cook on a 1929 Magic
Chef stove that still works beautifully!
I also bring a unique perspective. I spent most of my adult life in Houston, Texas. In Houston,
many beautiful homes and buildings have been demolished. Tragically, downtown contains only
remnants of the original structures that once graced its streets. One of the things I admire most
about Dubuque is how diligently the citizens and its public servants have worked to obtain
federal funding for restoration of important historic buildings. I am looking forward to attending
the upcoming workshop on Historic Tax Credits,how they work and how to get them. This city
is to be commended for the excellent job it has done to capture funding for preservation and
rehabilitation of existing structures.
Contributions and reasons for applyine:
I am a strong advocate for preserving works of art (buildings and homes) that would otherwise
be lost and which are often not appreciated. When I look at many of the buildings and homes in
Dubuque I see striking examples of lost artistic skills and workmanship that are worthy of
preservation for enjoyment by future generations.
I love to research, investigate and solve problems. I am an attorney licensed in both Iowa and
Texas, as well as a certified mediator. I keep an open mind and take a genuine interest in the
various points of view that people express. I enjoy helping people see what they have in common
and things that are sometimes overlooked, in order to help them find resolutions to problems.
Dubuque truly is a Masterpiece and I would be honored to serve the community as a member of
this board.
