Van Milligen, City Manager r FROM: Gus Psihoyos, City Engineer SUBJECT: 2016 Pavement Marking Project DATE: February 10, 2017 INTRODUCTION The enclosed resolution provides for the acceptance of the public improvement construction contract for the 2016 Pavement Marking Project. BACKGROUND The project scope was to furnish, install, maintain, and remove permanent pavement markings to include Lines and Symbols and Legends on City of Dubuque streets as directed by the City Engineer. Also, to include portions of Iowa DOT pavement markings as directed by the City Engineer. DISCUSSION The 2016 Pavement Marking Project was completed by SELCO, Inc. of Dubuque, Iowa in the final contract amount of$114,667.13 which is a decrease from the original contract amount of$118,803.89 (includes Change Order Number 1: $960.26). The decrease was due to paint materials used being less than the original estimate. The 2016 Pavement Marking Project included portions of Iowa DOT pavement markings on State Routes as agreed upon by the City Engineer. An approved Supplemental Agreement (Ref. 832 City of Dubuque (Traffic Line Markings)) states the Iowa DOT agrees to pay the City for pavement markings completed along Iowa DOT routes. The final amount for pavement markings on Iowa DOT routes is $13,828.10. BUDGETIMPACT The project cost summary for the 2016 Pavement Marking Project is as follows: Award Final Construction Contract $118,803.89 $114,667.13 Total Project Cost $118,803,89 $114667.13 The project funding summary is as follows: CIP No. Fund Description Fund Amount 3002245 Pavement Marking $114,667.13 Total Project Funding $114,667.13 ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution to accept the improvements and to authorize the payment of the contract amount of$114,667.13 to SELCO, Inc. for the 2016 Pavement Marking Project. cc: Bob Schiesl, Assistant City Engineer Troy Kress, Engineering Technician RESOLUTION NO. 57-17 ACCEPTING THE 2016 PAVEMENT MARKING PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the 2016 Pavement Marking Project (the Project) has been completed by the Contractor, Midwest Concrete, Inc. (Contractor), the City Engineer has examined the work and recommends that the Project be accepted; and WHEREAS, the final contract amount for the Project is $114,667.13; WHEREAS, the Contractor has previously been paid $108,933.77, leaving a balance of $5,733.36; and WHEREAS, the City Council finds that the recommendation of the City Engineer should be accepted. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor the balance of the retainage of $5,733.36 as provided in Iowa Code chapter 573, and to pay such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa Code chapter 26.13.
