Van Milligen, City Manager SUBJECT: ICMA CityLinks Climate Adaptation Program DATE: February 13, 2017 Assistant City Manager Cindy Steinhauser is transmitting information regarding the International City/County Management Association (ICMA) CityLinks Climate Adaptation Program. In August 2015, the City of Dubuque was selected by ICMAto serve as a resource city for the City of Santiago, Dominican Republic, to increase the resilience of the people of Santiago by engaging citizens in the development of a comprehensive land use plan that integrates climate change. Dubuque also benefits from participation in this program in that City staff can continue to develop their own management, creativity and problem-solving skills, while helping our partner city develop similar skills, as well as solutions to help them address local needs and issues. As part of this partnership, the City of Dubuque agrees to provide the technical resources of city staff to aid in the development of these goals. This includes participating in three technical visits to Santiago, at no cost to the City of Dubuque. The first visit was November 2015, and was attended by Sustainability Coordinator Cori Burbach and Water Department Manager Denise I hrig. A second technical visit is scheduled for February 20-24, 2017, and Civil Engineer II Deron Muehring and Assistant Planner Dave Johnson will attend. During this visit there will be an official signing of a Memorandum of Understanding between the Town Hall of the Municipality of Santiago and the City of Dubuque. Background CityLinks TM is a program through ICMA to create international partnerships between ICMA's members and municipal officials in developing countries to find sustainable solutions tailored to the real needs of cities in these countries. The program was established in 1997 in partnership with the U.S. Agency for International Development (USAID) in 1997. In 2011, USAID awarded ICMA a new five-year City-to-City Partnerships cooperative agreement. The 2011 — 2016 CityLinks Partnership program has a three-fold purpose of addressing interrelated development issues associated with access to water and sanitation, food security, and climate change, all of which are of paramount importance in today's rapidly urbanizing world. Through CityLinks, ICMA creates climate adaptation partnerships for developing country local governments seeking to address the needs of the urban poor as climate change impacts urban systems with member communities who have expertise in one or more of these fields. In August 2015 we received word that we had been selected by ICMA to serve as a resource city for the city of Santiago, Dominican Republic (DR). The Dominican Republic has been declared on of the ten countries in the world most vulnerable to climate change. The country faces threats including flooding, soil erosion, landslides, as well as a loss of wetlands and coastal systems upon which their economy is dependent. The goal of the CityLinks partnership with Santiago, DR is to increase the resilience of the people of the city by engaging citizens in the development of a comprehensive land use plan that integrates climate change. The city of Dubuque was fortunate to be selected from a competitive pool of applicants to serve as a resource community. This is in large part to the work that we have done around sustainability and community engagement. Dubuque will also benefit from participation in this program. This partnership will allow our staff to continue to develop their own management, creativity and problem-solving skills while helping our partner city develop similar skills as well as solutions to help them address local needs and issues. As part of this partnership the city agrees to provide the technical resources of city staff to aid in the development of these goals. This includes participating in three technical visits to Santiago, at no cost to the city. The first technical visit was in November 2015 and was attended by Sustainability Coordinator Cori Burbach and Water Department Manager Denise Ihrig. Discussion A second technical visit to Santiago, DR is scheduled for Feb. 20 — 24, 2017. Participating in this trip will be Civil Engineering Deron Muehring and Assistant Planner David Johnson. Attached is the draft itinerary for their visit. Included in the schedule in the official signing of a Memorandum of Understanding (MOU) between the Town Hall of the Municipality of Santiago and the city of Dubuque. Attached is the proposed MOU that will be signed during this ceremony. The MOU language acknowledges the existing relationship between Santiago and the city of Dubuque, our willingness to share ideas and technical expertise related to matters of sustainability and resiliency. Upon approval, the MOU will be signed by the Mayor and City Manager for the city of Dubuque and the Mayor of Santiago, DR and be presented at the signing ceremony by city staff. The MOU is an acknowledgement of our working relationship with Santiago and does not represent any financial commitment on the part of either city. I have reviewed this MOU with City Attorney Crenna Brumwell and she has approved the language contained in the MOU. Understanding that the USAID/ICMA Planning for Climate Adaptation Program is a four-year effort to increase the resilience of communities in the Dominican Republic (RD) to the impacts of climate change through the improvement of the participatory processes of land use planning, which is carried out thanks to the contribution of the People of the United States through USAID. Visualizing that, within the framework of the program, the Government of the Municipality of Santiago will have comprehensive land use plans that integrate climate change adaptation, with human resources trained in techniques and tools for climate adaptation and participatory planning. Stating that the program is implemented by ICMA(the International City/County Management Association), a leading organization involved in leadership and local government of the United States, founded in 1914. Its mission is to create excellence in local government, through the promotion and the development of professional management of local government around the world. The Planning for Climate Adaptation Program counts with allies such as the Dominican Federation of Municipalities (FEDOMU) and the Council for the Strategic Development of Santiago (CDES) during its implementation. Valuing that among the objectives of this program is the facilitation of twinning (CityLinks) with cities and counties in the USA so that the model of sustainable cities and participatory planning can be shared with the municipalities of the Dominican Republic. Through this model, training and technical assistance is provided to municipal actors to achieve greater awareness of the need to prioritize and act upon the challenges that the environmental changes represent, the importance of land use planning and the processes of participatory governance. Considering that the City of Dubuque has been sharing information and experiences with the Government of the Municipality of Santiago since 2015, and that in the coming years concrete results will be obtained in the fields of land use planning and climate change via exchanges. FIFTH: the agreements contained herein do not represent a financial commitment on the part of any of the parties. The parties shall agree upon the corresponding concrete actions for the twinning in specific operational work plans.
