Whereas, under the provisions of Title I of the Housing and Community Development Act of 1974, as amended, the City of Dubuque has received Community Development Block Grant (CDBG) funds for the development and maintenance of a viable urban community through the provision of decent housing, a suitable living environment and expanded economic opportunities for its residents, particularly those persons of Iow and moderate income; and Whereas, the Community Partnership Program (cp2) was developed in the City of Dubuque in response to the national goals and objectives of the CDBG program; and Whereas, guidelines for the implementation of the Community Partnership Program (cp2) were approved and amended by the City Council. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council hereby awards Community Partnership Program (cp2) monies to the following organizations. The award shall consist of a grant to the organization for the identified project and shall be for the amount noted below: Gannon Center Mental Health Outpatient Services $18,500 Hillcrest HOPES project $50,000 NE Iowa School of Music Kindermusik $17,395 Scenic Valley Agency on Aging Assitive Devices for Elderly $20,000 Total $ $105,895 Section 2. That the City Manager is and he is hereby authorized to develop and execute contracts with representatives from the aforementioned organizations in accordance with the program guidelines established for the Community Partnership Program and with the regulations of the Community Development Block Grant Program. Section 3. That upon execution of said contracts, the City Manager is hereby authorized and directed to disburse program funds in support of the approved projects and in accordance with the terms and conditions established in said contracts. A resolution providing for the approval is attached for the Mayor's signature. BACKGROUND The Community Partnership (cp2) program was implemented on August 5, 1991, to provide financial support to new and innovative private and non-profit efforts to create a more livable environment for community residents. Funds are allocated for the cp2 Program on a yearly basis through the CDBG Annual Plan process. A total of $1,185,273 has been awarded since the program began. The program has leveraged over $3.7 million in community service and accessibility projects. The Fiscal Year 2003 Annual Action Plan allocates $111,000 for the cp2 Program beginning in July 1, 2002. The Housing and Community Development Department announced the availability of cp2 funds on February 25th and held an informational meeting in the auditorium of the Carnegie Stout Public Library on February 28th. Applications were accepted through April 8th. A review committee was established consisting of: Mary Rose Corrigan, Public Health Specialist; Pat Prevenas, Recreation Division Manager; Joleen Patterson, Rehabilitation Specialist, Jerelyn O'Connor, Neighborhood Development Specialist, Aggie Kramer, Community Development Specialist and Harry Neustadt, a member of the Community Development Advisory Commission and Housing Commission. Eight applications were received. The cp2 review committee evaluated each of the proposals and ranked them in accordance with the guidelines adopted by the City Council. The committee's report and a brief description of the proposals and ranking of each are attached. Also included are sections of the applications that will provide you with more detailed information. The Community Development Advisory Commission met on Thursday, May 9th to consider the eight cp2 applications. At that time, the Commission reviewed the review committee's recommendations and asked questions of the applicants. A final recommendation to the City Council for allocation of cp2 funds was approved. The cp2 program requires 25% match for the initial year of funding and provides for one additional year of funding with an increased match of 40%. 1. The Gannon Center for Community Health is recommended to be fully funded with modifications. The project will provide for establishing outpatient group therapy sessions for the chronically mental ill and expanding the Volunteer Corps at the Gannon Center. Transportation will be provided by Keyline minibus service. 2. Hillcrest Family Services is recommended for full funding. The project would allow purchase and rehab of a transitional housing facility for families with male family members. 3. Northeast Iowa School of Music is recommended for full funding. The project would provide for an early childhood music/movement program for Iow-and moderate-income children from birth to 7 years of age. 4. Scenic Valley Aqencv on Aging is recommended for full funding to provide assistive devices for Iow- income elderly. 5. Four Mounds and St Mark Community Center were determined not to be eligible for cp2 funding since they were not creating or expanding services as required by the cp2 regulations. 6. The Grand Opera House was also determined not to be eligible for cp2 funding since the building is currently accessible and the proposed project would not be removing architectural barders as required by cp2 regulations. The Commission approved the review committee's recommendations. ACTION STEP The action step for the City Council is to adopt the attached resolution approving the award of $105,895 of cp2 funds to the aforementioned organizations and authorizing the City Manager to prepare and execute the necessary funding agreements. PROJECTS RECOMMENDED FOR FUNDING GANNON CENTER FOR COMMUNITY MENTAL HEALTH Project Description: Mental Health Outpatient Services This project provides for establishing outpatient group therapy sessions, including transportation, for the chronically mental ill and expanding the Volunteer Corps program at the Gannon Center. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $30,000 $22,500 Low/moderate clientele Public Services 90 $18,500 Comments: The Committee found the project would provide for group therapy sessions for anger management, emotional intensity disorder and rehabilitation/wellness for the chronically mental ill. The participants would be limited to city residents. Although purchase of a van was initially proposed but not CDBG eligible, transportation of the participants will now be provided by Keyline Minibus service. Therefore the cp2 award was approved for $18,500. HILLCREST FAMILY SERVICES Project Description: HOPES Project This project would provide for the acquisition and rehabilitation of a multi-unit apartment complex at 1995 Asbury Road to serve homeless families through the HOPES project, a transitional housing program for families with male family members. Currently these families are not served in Dubuque. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $ 382,000 $ 50,000 Low/moderate income clientele Acquisition/Rehabilitation of public facility - Transitional facilities for the homeless 86 $50,000 Comments: The Committee found the program provides a needed service for the community. The cp2 grant will assist in the project, which has also received a HUD Continuum of Care grant for the same purpose. NORTHEAST IOWA SCHOOL OF MUSIC Project Description: Kindermusik This project would provide for an early childhood music/movement program for Iow-and moderate-income children from birth to age 7 at St. Mark Community Center and St. Mary's/St. Pat's Early Childhood Center. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $ 27,422 $17,395 Low/moderate income clientele Youth services 90 $17,395 Comments: The Committee found the project would provide a nationally renowned program to Iow-and moderate- income children in the community. The cp2 funds would provide for instructors, purchase of required supplies and materials and administration of the program. SCENIC VALLEY AGENCY ON AGING Project Description: Assistive Devices for Elderly This project would provide assistive devices to Iow income elderly who are not covered by other local, state and federally funded programs. $24,700 in CDBG funds were received in the current year for the pilot project. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $ 27,452 $ 20,000 Low/moderate income clientele Senior Services 98 $20,000 Comments: The Committee found the initial funding of the program was a well- documented success. The cp2 funds would allow for the expansion of the program for elderly with an identified need for accessibility devices such as walker skis, lift chairs, hand-held shower devices, etc. TOTAL RECOMMENDED FOR CP2 FUNDING--S105,895 PROJECTS NOT RECOMMENDED FOR FUNDING FOUR MOUNDS Project Description: Youth Empowerment Services (Y.E.S.) This project would provide a new mechanical shop and classroom/job site for teaching vocational skills to at- risk youth ages 14-18. Total Project Cost: CP2 Request: National Objective: CDBG Eligible Activity: Evaluation Points: Recommendation: $ 31,201 $ 23,400 Low/moderate income clientele Public Service Not Ranked/Ineligible $0 Comments: The Committee determined that the proposed project was not a new or expanded service as required by the cp2 regulations. They found that the YES program currently provides vocational training and the proposed project would provide additional skills but not increase the level of service. No funding was proposed. GRAND OPERAHOUSE Project Description: Accessible Entrance This project provides for the purchase and installation of a power-assisted accessible door to the Grand Opera House to replace an existing accessible entrance. ST MARK COMMUNITY CENTER Project Description: Program Coordinator This project provides for a full-time Program Coordinator to direct and supervise programs and services at St Mark Community Center. VISITING NURSE ASSOCIATION Project Description: Kid SAFE This project provides for educating Iow-and moderate-income families on home management, safety management and home maintenance.
