NW Art JFK - 52 IDOT AgreementMEMORANDUM May 14, 2002 TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen. City Manager SUBJECT: IDOT Pre-Construction Agreement - Northwest Arterial Extension. John F. Kennedy to US 52 The Iowa Department of Transportation (IDOT) has submitted a Pre-Construction Agreement for the City of Dubuque relating to the construction of Iowa 32 (Northwest Arterial) from John F. Kennedy Road to US 52. The agreement provides for the City's reconstruction of John F. Kennedy Road from Spring Valley Road to the northerly City limits to be incorporated into the IDOT construction project for the Northwest Arterial. A public hearing on these plans and specifications and the levy of special assessments has already been held and approved by the City Council. The additional work, although it will be incorporated into the IDOT contract, will be paid for at 100% City cost. The IDOT estimate for this work is $1,038,927. The City's public hearings were based on the City's estimated cost of $1,027,780, which is slightly different than IDOT's estimate. At the end of the project, the actual construction costs will be computed; and both the City's contribution to IDOT and the special assessments will be recalculated based upon actual construction costs. Public Works Director Mike Koch recommends approval of the of the Pre-Construction Agreement with IDOT relating to the construction of John F. Kennedy Road from Spring Valley Road to the northerly City limits, in conjunction with the Northwest Arterial from John F. Kennedy to US 52. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Van Milligen MCVM/jh Attachment cc: Barry Lindahl, Corporation Counsel Cindy Steinhauser.
