Purchase of Property for Stormwater Detention - West 32nd Street
The City was approached by the owner of property located on West 32nd Street about
the possibility of the City purchasing the property since it is in the area impacted by the
recommended expansion of the existing West 32nd Street Detention Basin. The
property owner indicated that she believes it is in her best interest to relocate at the
present time.
Assistant City Engineer Gus Psihoyos is recommending approval of the purchase of
property on West 32nd Street for a price of $99,000. This property will be utilized as part
of the expansion of the 32nd Street Detention Cell.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Purchase of Property for Stormwater Detention - West 32"d Street
INTRODUCTION
The purpose of this memorandum is to request City Council approval of the
purchase of property on West 32nd Street legally described as the East 144.4 feet
of Lot 1 of Lot 6 of Gillespies Subdivision of Mineral Lot 361 in the City of
Dubuque, Dubuque County, Iowa (See Attachment A). The property will be
utilized as part of the expansion of the 32nd Street Detention Cell.
DISCUSSION
As part of the Stormwater Management Plan that was approved by the City
Council in December 2001, HDR Engineers recommended several
improvements to the northfork of the Catfish Creek Drainage Basin and the Bee
Branch watershed basin. HDR recommended the expansion of the existing West
32nd Street Detention Basin. This detention basin expansion will reduce the
threat of property damage from stormwater runoff to homes located downstream
of the West 32nd Street basin. It was these homes in the downtown area that
suffered flood damage during the May 1999 storm
In March 2002, the City Council approved the FY 2003 budget that included the
construction of the West 32nd Street Detention Basin.
One parcel that has been identified as necessary for acquisition for the
expansion of the existing West 32nd Street Detention Basin has recently become
available for purchase. The owner of the property contacted City staff about the
possibility of the City buying the property since it is in the impacted area. The
property owner told City staff that she believes it is in her best interest to relocate
at the present time. The property has been appraised for the City by Felderman
Appraisals for $99,000.00.
ACTION REQUESTED
The City Council is requested to authorize the City Manager to enter into a
purchase agreement for the purchase of the property for $99,000.00.
