SUMMARY: City Manager recommending approval of a 2% across-the-
board base wage increase effective July 1 , 2017, for all
classifications of employees in the General Employee
Wage Plan and for the Airport Operations Specialist,
Records Clerk, Clerk Typist, Transit Operations Assistant,
Account Clerk I I and Water Meter Inspector in the Non-
Assigned Wage plan. It is further recommended that the
Head PGA Professional receive a 2% across-the-board
base wage increase effective July 1 , 2017.

Personnel Manager Randy Peck recommends City Council approval of a 2% across the
board base wage increase effective July 1, 2017, for all classifications of employees in
the General Employee Wage Plan and for the Airport Operations Specialist, Records
Clerk, Clerk Typist, Transit Operations Assistant, Account Clerk I I and Water Meter
Inspector in the Non-Assigned Wage plan. It is further recommended that the Head
PGA Professional receive a 2% across the board base wage increase effective July 1,
2017. The base wage rates in effect on June 30, 2017, for all other classifications in the
Non-Assigned Wage Plan shall remain in effect until June 30, 2018.
It is further recommended that the following changes be made for health insurance:
• Effective July 1, 2017, employees shall pay 15% of the cost of the premium
established for the health and prescription drug insurance plan for which the
employee is enrolled.
• Effective January 1, 2018, the annual out of pocket maximums and medical plan
and prescription drug plan co-payments shall be increased as described in
Attachment A.
The recommended compensation package is consistent with the City Council wage
guideline for Fiscal Year 2018 and is also consistent with the terms of the new
agreements with the Teamsters, Transit and Operating Engineers Unions.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

WAGES
I recommend that the base wage rates in effect on June 30, 2017, for all classifications in
the General Employee Wage Plan and the base wage rates in effect on June 30, 2017 for
the following classifications in the Non-Assigned Wage Plan be increased by 2% across the
board on July 1, 2017:
• Airport Operations Specialist
• Records Clerk
• Clerk Typist
• Transit Operations Assistant
• Account Clerk II
• Water Meter Inspector
The Head PGA Professional would also receive a 2% across the board base wage increase
on July 1, 2017.
The base wage rates in effect on June 30, 2017, for all other classifications in the Non-
Assigned Wage Plan shall remain in effect until June 30, 2018.
Health Insurance
• Effective July 1, 2017, employees shall pay 15% of the cost of the premium
established for the health and prescription drug insurance plan for which the
employee is enrolled.
• Effective January 1, 2018, the annual out of pocket maximums and medical plan and
prescription drug plan co-payments shall be increased as described in Attachment A.
The recommended compensation package is consistent with the City Council wage

APPROVING THE COMPENSATION PACKAGE FOR NON -BARGAINING UNIT
EMPLOYEES FOR FISCAL YEAR 2018.
Whereas, the City Manager has recommended the compensation package for Non -
bargaining Unit Employees for Fiscal Year 2018;
Whereas, the recommended compensation package for Non -bargaining Unit
employees is consistent with the compensation package to be received by employees
represented by the Teamsters, Transit and Operating Engineers Bargaining Units.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the compensation package for Non -bargaining Unit employees for
Fiscal Year 2018 is hereby passed, approved and adopted this 6th day f March 2017.
