Ware, Leisure Services Manager SUBJECT: Miracle League of Dubuque Request—Approve Site Plan in Veterans' Memorial Park DATE: February 28, 2017 INTRODUCTION The purpose of this memo is to request time on the City Council agenda for Miracle League of Dubuque to present information related to their proposed project request in Veterans' Memorial Park and further request approval of the site plan and permission to negotiate an agreement. BACKGROUND Tom and Carol Witry and Merle and Mary Santjer have a passion for persons with special needs. They had a dream and vision to provide opportunities for persons with special needs to play baseball and have an all-inclusive playground beyond anything we currently have in Dubuque. Their vision is to build a Miracle League baseball field and all-inclusive playground for the Dubuque area children and adults with special needs. Tom is a former Hempstead High School baseball coach and during his tenure as coach involved his baseball team with special needs children over the years. Matthew Santjer was a team manager and occasional player for Hempstead at that same time. This connection then led to the Grant Vogt Baseball Tournament and the addition of tournament games for children with special needs. Miracle League is a national organization that serves children and young adults who suffer from any physical or mental disability that causes them to be excluded, whether intentionally or not from conventional youth baseball leagues. There are over 250 Miracle League organizations across America. Locally the Witrys and Santjers have established Miracle League of Dubuque that has applied to be a 501(c) 3 nonprofit and has now a very active Board of Directors. Merle and Tom went to Ankeny, Iowa to see the Miracle League field and all-inclusive playground in Hawkeye Park. Ankeny's ballfield opened 2013 and playground in 2014. They also visited a field in Des Moines. They came home knowing this was two important recreational facilities we needed here in Dubuque. 1 What is the need for an accessible ballfield and all-inclusive playground? The Miracle Field of Dubuque reports nearly 1 ,700 children in the Dubuque Community School District have been diagnosed with some type of disability. More than 3,500 children with disabilities live in the surrounding area. There currently are opportunities but they are limited opportunities for persons with special needs to participate in sports leagues in Dubuque and the Dubuque area. Their first step was to look for locations. They met with myself and City Manager Mike Van Milligen. They met with representatives in other area communities and private locations. As a City team, we sat down and looked at which parks these facilities would fit in based on the size needed and amenities in the park or the area of the park. Since it would be a regional amenity, finding a location on main roads or easy to find for visitors was another priority. The City of Dubuque has mainly mini parks thus there were only a limited number of parks that had the room and topography for the amenities as well as the access desired. It was very important to Miracle League that the site be part of a larger baseball/softball complex, where people of all abilities would be experiencing the sport together. It was determined through the analysis that Veterans' Memorial Park (Vet's Park) met the criteria for the Miracle Field and playground the best. Meetings were held with Tom and Merle and others regarding the opportunities at Vet's Park. Miracle League of Dubuque hired IIW to draft a concept plan using Vet's Park. The concept plan was shared with myself and Recreation Division Manager Dan Kroger, City Engineer Gus Psihoyos and Surveyor Nate Kieffer. Miracle League of Dubuque sought a great deal of input on the concept plan from the City representatives. They also sought input from potential user groups of the proposed amenities including but not limited to Albrecht Acres, Hills and Dales, Area Residential Care (ARC), Unified Therapy, Camp Courageous, DAC, Dubuque Community Schools (Special Education), G & G Living, Unlimited Services and Adaptive Sports Iowa. User groups include Dubuque Pony League, Clarke University, Wahlert, private renters of the ball diamonds and Dubuque Jaycees for community garden. Input was sought by Miracle League of Dubuque from these groups and considered as a part of the concept plan. The Concept Plan and information about Miracle League was shared with the Park and Recreation Advisory Commission at their June 14, 2016 meeting. The Commission did not take any formal action but commended the board members on a job well done and supported the group moving the project forward. DISCUSSION Miracle League of Dubuque Board continued their planning work. The Board desired to start taking the general concept plan to more specific construction planning which would include more detailed construction estimates and details necessary for fundraising. The Board then selected Straka Johnson Architects to assist them with these next steps. 2 Leisure Services staff reviewed an updated concept developed by Straka Johnson and provided feedback. Miracle League of Dubuque again met with the potential user groups and the current Vet's Park user groups regarding the new site plan. The newly developed site plan was presented to the Park and Recreation Advisory Commission on February 14, 2017. The commission unanimously recommended approval of the location and use of Vet's Park based on the site plan presented. Like many projects in Dubuque this project as you see by the many potential user groups is a partnership project. Miracle League of Dubuque proposes to fundraise and build a Miracle field, all-inclusive playground and amenities at Vet's Park. This project intersects with numerous elements of the 2031 Vision and Mission Statement of the City of Dubuque. Most importantly it is another important step in Dubuque's journey to become an inclusive and equitable community. It is about experiencing healthy living and active lifestyles. It will be another element of an abundance of fun things to do. It meets the community goals for Sustainable Dubuque of social / cultural vibrancy. It meets the five-year city goals of partnering for a better Dubuque. Since it is a public-private partnership it also meets the five-year organizational goal of fiscally responsible city government. There has been a lot of dedicated work and meetings by the Board to get to today. They wish to present information on the overall project as well as the site plan that was developed with not only the input from the Leisure Services staff but also from the input of ten potential user groups and the four current users of fields and space at Vet's Park. All of this has led to the site plan that will be presented. This site plan uses the majority of the existing parking lot with addition of drop-off lanes and additional handicap spaces at the entry. The all-inclusive playground and Miracle Field would be placed over the location of the existing field number one. The existing field number one (330) would be relocated and rebuilt on the location of field number three, which currently is a smaller field. The current rest room and storage facility between the three diamonds would be replaced with a new rest room, concession and storage facility. Other improvements are shown on the site plan. An additional benefit is the space for a potential soccer/multiuse field past the outfield of the Miracle Field as the development is complete. Because of the current user groups and need to continue youth programming of the Vet's Park facilities the phasing of a project like this will be very important. Since the majority of the project is over the top of field one, the development of that field would be a first phase. Miracle League of Dubuque is requesting the opportunity to develop the improvements shown on the site plan in Veterans' Memorial Park. Miracle League of Dubuque proposes to fundraise for the improvements shown on the site plan. They also propose to construct said improvements. After completion of the project the improvements would be owned by the City of Dubuque and available to the community 3 as well as visitors to Dubuque. A Miracle League program would be developed and in addition the field could be used by other users. We are also requesting permission to negotiate an agreement with Miracle League of Dubuque. This agreement would be brought back to the City Council for approval. The agreement would outline the specific improvements, phasing, timing, fundraising, construction and use after construction is complete. It would also contain a meets and bounds description that would outline the construction limits since it is an active and well-used park. RECOMMENDATION I wholeheartedly support the efforts of Miracle League of Dubuque. The site plan has been developed with much feedback and thought. It provides for the needs and uses of many and expands all-inclusive programming and use. I recommend the City Council approve the use of Veterans' Memorial Park to develop and construct the all-inclusive improvements as proposed by Miracle League of Dubuque. The Parks and Recreation Advisory Commission has reviewed the proposed site plan at the Vet's Park location and recommends City Council approval. I further recommend the permission to negotiate an agreement related to fundraising, construction and use that will be presented for City Council approval. ACTION REQUESTED It is requested the City Council approve the site plan and grant permission to negotiate an agreement to be presented to the Council at a future meeting for approval.
