Present: Mayor Buol, Council Members Connors, Del Toro, Jones, Lynch, Resnick, Rios; City Manager Michael Van Milligen Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of discussing various City Departmental Fiscal Year 2018 budgets. CONSENT ITEMS Motion by Lynch to receive and file the documents, adopt the resolutions, and dispose of as indicated. Seconded by Resnick. Motion carried 7-0. 1 . Approval of the Agreement Between the Dubuque Professional Firefighters Association, Local #25 and the City of Dubuque: City Manager recommending approval of a collective bargaining agreement with the Dubuque Professional Firefighters Association Local #25 that has already been ratified by the union membership. Upon motion the documents were received and filed and Resolution No. 53-17 Approving the Agreement Between the City of Dubuque, Iowa, and Dubuque Professional Firefighters Association, Local #25 and Authorizing the Mayor to Sign the Agreement was adopted. PUBLIC HEARING 1 . Community Development Block Grant- Fiscal Year 2018 Annual Action Plan: Motion by Jones to receive and file the documents, conduct the public hearing and adopt Resolution No. 54-17 Adopting the Fiscal Year 2018 (Program Year 2017) Community Development Block Grant (CDBG) Annual Action Plan. Seconded by Connors. Housing Assistance Specialist Erica Haugen provided a slide presentation on the activities and budget of the Community Block Grant Annual Action Plan. Motion carried 7-0. FISCAL YEAR 2018 DEPARTMENTAL BUDGET REVIEW Fiscal Year 2018 City departmental budgets were presented by staff from the following departments: Housing & Community Development Department: Alvin Nash, Housing and Community Development Director; Erica Haugen, Housing Assistance Specialist Transit Division: Candace Eudaley-Loebach, Transit Manager Parking Division: Maurice Jones, Economic Development Director Economic Development Department: Maurice Jones, Economic Development Director The City Council had discussion with the representative of each department following their respective presentations. Following the Housing and Community Development budget presentation, first-time homebuyer Paula Barton; Kristal Jenery, 436 Bluff St.; and Kathy Bolen, participant of the Lead and Healthy Homes Program, provided testimonials. Following the Transit Division budget presentation, Council Member Jones requested to have the Transit Division Improvement Package 1 of 2 - Funding for Route and Schedule Changes, pulled for reconsideration at a later meeting. Maddie Musshafen, Engineer at John Deere; Judy Perry, 250 W. 6th St.; Lanna Wood, Project Hope Coordinator with the Community Foundation of Greater Dubuque; Samaria Neely, Outreach Coach for NICC; Steve Drahozal, 683 W. 11th St; Nino Erba, 672 1/2 Central Ave; Emily Day, Loras College Student Body Representative; Carrie Lohrmann, Transit Advisory Board Member; Deshaun Madkins, Junior Representative of the Student Government Association at the University of Dubuque and Diversity Chair; R.R.S. Stewart, Vice Chair of the Transit Advisory Board; Paul Schultz, 1008 Victoria St., all spoke in favor of extending the hours and routes of the Jule Transit Division. Shirly Shannon of DuRide provided a history and successes of the DuRide program and thanked Council. Following the Economic Development Department budget presentation, Buol requested to have the Economic Development Department Improvement Package 1 of 5 — Funding to increase the Arts and Cultural Affairs Coordinator from part-time to full-time, pulled for reconsideration at a later meeting. Rick Dickinson, Executive Director of the Greater Dubuque Development Corporation, addressed Council Members' concerns and spoke of the relationship GDDC has with each department that presented. Kate Larson, 2535 Traut Ter.; Amy Ressler, 1505 Fairview PI.; Lanna Wood, 610 Cooper PI., spoke in support of increasing the Arts and Cultural Affairs Coordinator from part-time to full-time. Dan Lo Bianco, Dubuque Main Street, spoke in support of the Economic Development Department and the impact of the arts on social capital.
