HISTORIC PRESERVATION COMMISSION
REGULAR SESSION
5:30 p.m.
Thursday, February 16, 2017
Room 223, Historic Federal Building
Commissioners Present: Chairperson Christina Monk; Commissioners Emily
Hilgendorf, Bob McDonell, John McAndrews, Juan Nieto, Leslie Terry, and Joseph
Rapp.
Commissioners Excused: Commissioners At Kopcyzk and David Klavitter.
Commissioners Unexcused: None.
Staff Members Present: Laura Carstens, David Johnson and Ose Akinlotan.
CALL TO ORDER: The meeting was called to order by Chairperson Monk at 5:33 p.m.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the
meeting was being held in compliance with the Iowa Open Meetings Law.
MINUTES: Motion by McDonell, seconded by Hilgendorf, to approve the minutes of the
November 17, 2016 meeting as submitted. Motion carried by the following vote: Aye —
McDonell, Monk, McAndrews, Nieto, Rapp, and Hilgendorf; Nay—None.
ITEMS FROM PUBLIC: None.
ITEMS FROM COMMISSION:
Work Plan Update: Staff Member Carstens provided an update for the work plan. She
reviewed the status of the Eagle Point Park nomination to the National Register of
Historic Places, noting the level of city significance. She explained the nomination is on
the June State Nominations Review Committee agenda.
Staff Member Carstens explained the entry signs and economic impact study were
submitted as Capital Improvement Projects. She stated they were not recommended by
the City Manager. She noted that Commissioners Klavitter and Terry attended the
budget hearing and requested both projects be reconsidered. She noted that City
Council recommended the Commission identify funding sources from the private sector
and then request City assistance.

ITEMS FROM STAFF:
Architecture Days: Staff Member Akinlotan reviewed the dates and events for
Architecture Days. She noted the Ken Kringle Award Ceremony will take place at the
Venue in the A.A. Cooper Wagon Works building. She requested all Commissioners
attend the award ceremony and encouraged them to attend other Architecture Days
events.
Commissioner McDonnell asked about the status of the Central Ave corridor, facade
grants and historic rehabilitation, restoration, etc. Staff Members Carstens and Johnson
shared the information surrounding the facade grants, rehabilitation and renovations of
the area, as well as economic developments grants.
Ken Kringle Historic Preservation Awards: Staff Member Johnson reviewed the criteria
for these annual awards.
The Commission discussed the Ken Kringle Award nominations and projects worthy of
recognition. By consensus, the Commission nominated the following properties to
receive a 2017 Ken Kringle Historic Preservation Award, and agreed to consider a
possible sixth award:
1 . 1025 Walnut Street
2. 1576 Locust Street
3. 2204 Central Ave
4. 302 Locust Street
5. 734-36 Central Avenue
Historic Preservation Month: Staff Member Johnson gave a brief overview of the
Preservation Month (May 2017). He suggested that the Commission develop ideas for
Historic Preservation Month and potentially partner with Heritage Works. Staff Member
Carstens noted that Heritage Works would like to do a wood window workshop.
The Commission requested a proclamation from the City Council acknowledging May as
Preservation Month. Staff Member Carstens suggested they partner with Community
Housing Initiatives use for open house for first time buyers tour. Discussion ensued.
The Commission agreed to partner with existing historic-related events in the month of
May, to complete a social media "blast a day for the month of May", and to develop
additional ideas/suggestion to discuss at the March meeting.
2016 Annual CLG Report: Staff Member Akinlotan presented the report and noted it will
be forwarded to City Council and the State Historic Preservation Office.
Building Services Historic Preservation Enforcement Report: Staff Member Johnson
presented the report, noting that the property at 1358 Locust is almost complete and

eligible to be removed from the enforcement report. Discussion followed. By
consensus, the Commission decided to remove 1358 Locust Street from the report.
Staff Approvals: The Commission reviewed the list of staff approvals. Staff Member
Johnson clarified one address.
ADJOURNMENT: Motion by McDonell, seconded by Hilgendorf, to adjourn the
Commission meeting. Motion carried by the following vote: Aye — McDonell, Monk,
McAndrews, Nieto, Rapp, Terry and Hilgendorf; Nay — None.
The meeting adjourned at 6:38 p.m.
