Van Milligen, City Manager Education and Conference Center Bid Package #1 Sealed bids were received for the site clearing, site preparation, deep foundation system, pile caps and intermediate foundation system for the Mississippi River National Education and Conference Center. Administrative Services Manager Pauline Joyce and Building Services Manager Rich Russell are recommending award to the Iow bidder, Kraemer Brothers, LLC, in the amount of $1,597,000, which is 21% under the engineer's estimate of $2,010,000. Van Milligen, City Manager Rich Russell, Building Services Manager Pauline Joyce, Administrative Services Manager Bid Package #1of the Education and Conference Center INTRODUCTION The enclosed resolution provides for the award of the construction contract for the Bid Package #1 of the Education and Conference Center. BACKGROUND HOK Venue completed the design and construction documents for Bid Package #1 of the Education and Conference Center Project. The Durrant Group will be the City's Project Manager (currently under contract for Project Management of all public improvements in the America's River Project) and will provide project inspection and coordination services. City Building Services Department will also provide their normal inspection services. As a point of information, the City has been notified by the Corp of Engineers that they will not require a Corps construction permit based upon their review of the footing and foundation plans. We are clear to proceed with footing and foundation construction, CONSTRUCTION BASE BID This project provides for the site clearing, site preparation (including grading and removal of utilities), the deep foundation system, pile caps and the IFS (Intermediate Foundation System). The IFS provides support for the building slab in the exhibit hall and administrative office areas. An altemate foundation system was allowed, however, the alternate provided no cost savings and is not recommended. BID RESULTS Sealed bids were received for the Education and Conference Center-Bid Package #1 Project on May 9, 2002. The Iow bid was submitted by Kraemer Brothers, LLC of Plain, Wisconsin in the amount of $1,597,000.00. The following is a summary of the bid proposals received: Conlon Construction Co. Knutson Construction Kraemer Brothers, LLC Miron Construction Co. Portzen Construction, Inc. Bid $1,641,000.00 $1,693,000.00 $1,597,000.00 $1,784,622.00 $1,849,900.00 DISCUSSION Upon reviewing the bid proposals received, staff is recommending the construction base bid from Kraemer Brothers, LLC be approved at this time. The construction documents for the overall conference and education center project are 80% complete. The most recent cost estimate, including the actual bid amount for Bid Package #1, is $28,487,093. Included in this estimate is a design contingency and escalation cost estimate of $1,373,805. Bid alternates would add another $579,839 to this estimate for a total cost estimate of $29,066,932. Total available funding for the conference and education center construction is $27,311,950 or $1,175,063 less than the estimated base bid cost with the design contingency and escalation amounts, Based on the favorable bidding climate, interest in this project and the design contingency, staff is convinced that the project will remain within budget. As this project gets closer to bid, there is less of a reason to maintain the $800,000 design contingency. Also, HOK was not required to provide a cost estimate at this stage. The estimate came from a subcontractor to our Project Manager Durrant Architects. At the last stage, both HOK and Durrant provided a cost estimate and HOK's number was $800,000 less than Durrants. Finally, Durrant has included an escalator of several hundred thousand dollars since the estimate is done in May and the bid for the structure will be in August. RECOMMENDATION I recommend that the construction contract for Bid Package #1 be awarded to Kraemer Brothers, LLC in the amount of $1,597,000.00, which is 21% under the engineeCs estimate. BUDGET IMPACT The construction cost estimate for the Education and Conference Center- Bid Package #1 Project is as follows: Estimate Bid Construction Contract-Base Bid $2,010,000.00 $1,597,000.00 The Education and Conference Center- Bid Package #1 Project Project is funded from proceeds from General Obligation Bonds sold in December 2001 and January 2002. ACTION REQUESTED The City Council is requested to adopt the attached resolution awarding the construction contract to Kraemer Brothers, LLC. CC: Pauline Joyce, Administrative Services Manager Cindy Steinhauser, Assistant City Manager Mike Koch, City Engineer Gary Busse, HOK Venue Jim Kolf, Project Manager RESOLUTION NO. 266-02 AWARDING CONTRACT Whereas, sealed proposals have been submitted by contractors for the Education and Conference Center- Bid Package #1 pursuant to Resolution No. 224-02 and notice to bidders published in a newspaper published in the City of Dubuque, Iowa on the 19th of April, 2002. Whereas, said sealed proposals were opened and read on the 9th day of May, 2002, and it has been determined that the bid of Kraemer Brothers, LLC of Plain, WI in the amount of $1,597,000.00 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Kraemer Brothers, LLC and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project.
